Draft Supplemental Environmental Impact Report Page IV.A-3 <br /> Forward Inc.Landfill 2014 Expansion Project <br /> County General Plan 2010) serves as the planning document governing the project. <br /> General Plan Designations <br /> The Southeast County land use designation map of the San Joaquin County General Plan 2010 <br /> (adopted July 29, 1992, as revised November 1998) designates corridors along the North and <br /> South Branches of the South Fork of Littlejohns Creek within the project site as OS/RC <br /> (Resource Conservation) (see Figure IV.A-1). The Resource Conservation land use designation <br /> is defined as "those areas with significant resources that generally are to remain in open space". <br /> (The North Branch of the South Fork of Littlejohns Creek, currently passing along the northern - <br /> and western edge of the existing Forward Landfill disposal area,was realigned in the early <br /> 2000s, and the OS/RC land use designation of the creek corridor was relocated along with the <br /> creek at the time of creek realignment. The southeastern portion of the existing Forward <br /> Landfill site is designated A/G (General Agriculture). <br /> The General Agriculture land use designation is defined as "areas generally committed to <br /> agriculture with viable commercial agricultural enterprises that require large land areas to <br /> efficiently produce their crops". The northwestern portion of the existing Forward Landfill site <br /> (the former Austin Road Sanitary Landfill), with the exception of the (realigned) corridor along <br /> the North Branch, is designated as Public, defined as "major institutional facilities, including <br /> landfills". <br /> General Plan Policies <br /> The County of San Joaquin County General Plan Infrastructure Services Element contains the <br /> following Solid Waste Disposal objective and policies: <br /> Objective 1. To ensure the safe and efficient disposal or recycling of wastes generated in San <br /> Joaquin County. <br /> Policy 1. Waste collection shall be mandatory in all Urban and Rural Communities of San <br /> Joaquin County. <br /> Policy 2. The County shall promote the maximum use of solid waste source reduction, <br /> recycling, composting, and environmentally safe transformation of wastes. <br /> Policy 3. Solid waste disposal facilities shall not cause contamination of surface or <br /> groundwaters,as measured by State standards. <br /> Policy 4. New sanitary landfills shall be located outside of- <br /> (a) <br /> f(a) Urban or Rural Communities; <br /> (b)a 100-year floodplain; <br /> (c)view from a scenic route; <br /> (d)areas of significant extractive or vegetative resources; <br /> (e)at least 10,000 feet from a Stockton Metropolitan Airport runway. <br /> Policy 5. Solid waste collection and transfer facilities shall be located close to the areas they <br /> serve. <br /> Policy 6. The County's Waste Management Plan shall be the basis for solid waste collection <br /> and disposal. <br /> Policy 7. All development shall be consistent with the County's Waste Management Plans. <br />
