Draft Supplemental Environmental Impact Report Page IV.A-16 <br /> Forward Inc.Landfill 2014 Expansion Project <br /> associated physical impacts of the proposed project are discussed in this EIR in specific topical <br /> sections of the following Chapter IV Environmental Setting, Impacts, and Mitigation Measures. <br /> Zone Classification <br /> L <br /> The entire project site has a zone classification of AG-40. As discussed in Setting, County of San <br /> Joaquin General Plan and Zoning, Zone Classification, above, landfills are a conditionally <br /> permitted use in AG-40 zone subject to a Use Permit. Thus, the proposed project would be <br /> consistent with the County of San Joaquin AG-40 zone classification, if a new Use Permit is <br /> granted. <br /> General Plan Designations <br /> As discussed in Setting, above, corridors along the North and South Branches of the South Fork <br /> of Littlejohns Creek are designated OS/RC (Open Space, Resource Conservation). The <br /> remainder of the northwestern portion of the site (the former Austin Road Sanitary Landfill) is <br /> designated as Public. The land use designation of southeastern portion of the site, with the <br /> exception of the OS/RC corridor along the South Branch, is A/G (General Agriculture). The <br /> proposed realignment of the South Fork of South Littlejohns Creek would require compliance <br /> with state and federal regulations, including approvals from the California Department of Fish <br /> and Game (CDFG), the RWQCB, the U.S. Army Corps of Engineers (USAGE) for compliance <br /> ., with Section 404 of the Clean Water Act, the Central Valley Flood Protection Board, the San <br /> Joaquin County Flood Control and Water Conservation District, and the California Department <br /> of Water Resources. (See H.Vegetation and Wildlife,Impact H-1. Filling of Waters of the <br /> i U.S./Waters of the State for additional discussion of these approvals.)As part of the approval <br /> process,California Public Resource Code Section 50000 requires the County to make a finding <br /> that a proposed facility is consistent with the County General Plan and its objectives,policies <br /> and implementation measures. This finding can be made because the proposed landfill <br /> L"' modifications are consistent with the A/G (General Agriculture) and OS/RC (Open Space/ <br /> Resource Conservation) designations of the site. The project is consistent with the objective and <br /> policies of the General Plan relative to Solid Waste Disposal (Volume 1, Page IV-68). The project <br /> `.. is consistent with Agricultural Land Policies (Volume I Page VI-8). The project is consistent <br /> with General Plan Fire Safety and Law Enforcement Objectives 1 and 2 (Volume 1,Page V-8). <br /> The project is consistent with the General Plan's Hazardous Materials and Waste Objectives 1 <br /> and 2. The project is also consistent with the Countywide Integrated Waste Management Plan <br /> and the San Joaquin Multiple Species Conservation and Open Space Plan(Funderburg,pers. <br /> com.2014). <br /> �— As discussed under "San Joaquin County Zone Classification', above, the proposed project <br /> would be consistent with the site's AG-40 zoning. The proposed relocation of the South Fork of <br /> South Littlejohns Creek would relocate and enhance the open space and riparian habitat values <br /> ,., of the existing alignment of the South Branch. For these reasons,the proposed project would <br /> not conflict with objectives, policies, and implementation measures of the General Plan. <br /> General Plan Solid Waste Disposal Policies <br /> The proposed project would not conflict with the Solid Waste Disposal Policies of the County of <br /> San Joaquin County General Plan Infrastructure Services Element,including Policy 1, which <br /> �•• calls for mandatory waste collection, and Policy 2,which advocates the maximum use of solid <br /> waste source reduction, recycling, composting, and environmentally safe transformation of <br /> wastes. <br /> Policy 3 states that solid waste disposal facilities shall not cause contamination of surface-or <br />
