Pilots landing at the Stockton Metropolitan Airport during <br /> darkness use airport runway lights to locate the runway environment. New sources of light <br /> near the runway lighting may be difficult to distinguish from airport lighting. Downward <br /> shielding of lighting at the landfill would reduce the visibility of landfill lighting to pilots. <br /> However, even with downward shielding, moisture in the air during foggy conditions can <br /> generate a dispersed glow that may create confusion for incoming pilots. The landfill uses <br /> portable lights for night operations, which are always directed to the west(toward the airport) <br /> to prevent confusion of incoming pilots. Outgoing pilots follow runway lights and are airborne <br /> by the time the aircraft are over the landfill; thus, the portable lights at the landfill would not <br /> confuse outgoing pilots. Although, as discussed here and in Surrounding and Nearby Land <br /> Uses, above, current landfill lighting does not interfere with aircraft navigation, the effect of <br /> lighting associated with the expansion areas is a potentially significant impact. Implementation <br /> of Mitigation Measure A.S,below, would reduce this impact to less than significant. <br /> The following procedures are proposed as part of the project: <br /> • Aircraft warning lights will be installed at the landfill as and when required by the FAA. <br /> • As required by California Code of Regulation Title 27,Section 20270(b), Airport Safety, <br /> the owner or operators proposing to site new solid waste facility units and lateral <br /> expansions within a five-mile radius of any airport runway end used by turbojet or <br /> piston-type aircraft must notify the affected airport and the FAA. Forward notified the <br /> Stockton Metropolitan Airport and FAA by letter on November 7, 2014. (Fanning, <br /> 2014a;Fanning,2014b). <br /> • As required by California Code of Regulation Title 27, Section 20270(c), Airport Safety, <br /> the owner or operator must place the demonstration in the operating record and notify <br /> the Department of Resources Recycling and Recovery(CalRecycle) that it has been placed <br /> in the operating record. Forward notified CalRecycle that the demonstration was placed <br /> in the operating record by letter on November 7,2014. (Fanning, 2014c; Fanning, 2014d). <br /> • The use of highly reflective surface materials in constructing structures on the site will <br /> be prohibited. <br /> In addition, the following Mitigation Measure (from the 2002 Final EIR for the existing landfill), <br /> which is a condition of the permits for the existing landfill, shall be implemented: <br /> Mitigation Measure A.S. Shield Landfill Lighting (Same As 2013 EIR Mitigation A.5): The <br /> project sponsor shall include downward shielding of new landfill lighting, and shall abide by <br /> any reasonable and feasible measures or regulations the Federal Aviation Administration (FAA) <br /> and Stockton Metropolitan Airport have to mitigate lighting impacts that could be cause by the <br /> proposed project, including reducing or eliminating lighting during foggy conditions and <br /> concurrently suspending operations that depend on the lighting. <br /> The Conditions of Approval for the proposed project shall include the requirement that the -Y <br /> project sponsor, prior to construction, file a Notice of Proposed Construction or Alteration <br /> (Form 7460-1) with the Federal Aviation Administration. <br /> Mitigation Measure K.4 (2013 EIR) also applies to night lighting impacts. <br /> Impact A.6. Potential conflicts with nearby land uses (Revises 2013 EIR Impact A.6). Because <br /> the existing Forward Landfill is currently in operation and there are no sensitive residential <br /> receptors near the major proposed expansion area, it is not anticipated that the proposed <br /> landfill expansion project would generate significant new land use conflicts with the existing <br /> adjacent and nearby land uses.
