6V Draft Supplemental Environmental Impact Report Page IV.A-26 <br /> Forward Inc.Landfill 2014 Expansion Project <br /> Northern California Re-Entry Facility and renovation of the adjacent Dewitt-Nelson Youth <br /> Correctional Facility (both located on the south side of Arch Road between Austin and <br /> Newcastle Roads), and approved Arch Road Industrial Project(located on the south side of <br /> Arch Road between Austin and Newcastle Roads, west of the Northern California Re-Entry <br /> 1•• Facility), as well as the proposed Opus Logistics Center (located northwest of the intersection of <br /> Arch and Austin Roads) (see Surrounding and Nearby Land Uses, above) consist or would <br /> consist of non-residential uses, and are located one mile or more from the project site. <br /> L Therefore, the 2014 Expansion Project would not create any significant land use conflicts with <br /> these future land uses. <br /> The 2014 Expansion Project could create land use conflicts with the Stockton Metropolitan <br /> i" Airport due to the potential of the proposed landfill expansion to attract birds such as gulls, an <br /> aircraft hazard. As discussed in Surrounding and Nearby Land Uses, above, a gull control <br /> program was instituted at the landfill during the winter of 2010-2011, which was effective at <br /> .. preventing gulls from feeding at,or otherwise using,the Forward Landfill. (Davis, 2013). <br /> Mitigation Measure A.4, above, stipulates continuation of this gull control program, as well as <br /> implementation of appropriate control measures recommended by USDA Wildlife Services. As <br /> discussed under Impact A.3, above,the 2014 Expansion Project would comply with the Federal <br /> Aviation Regulation Part 77 height restrictions for structures in the vicinity, requirements for <br /> notification of the airport and FAA, and requirements that the project sponsor demonstrate that <br /> the project would not pose a bird hazard to aircraft. For these reasons, the proposed landfill <br /> expansion would not increase land use conflicts with the airport above the existing level. <br /> This would be a less than significant impact and no mitigation is required. <br /> it <br /> i. <br />
