A grade separation at the railroad tracks crossing near Austin Road has <br /> recently been completed. <br /> Arch Road -- <br /> Arch Road is an east-west running Minor Arterial that extends between the Stockton Airport <br /> and Austin Road. At the time the 2012 Republic ITS study was prepared, Arch Road west of — <br /> Austin Road was a minimum of three lanes. East of Austin Road, Arch Road becomes a <br /> driveway to a rail yard. The road serves agricultural and industrial developments. The posted <br /> speed limit along the road is 45 mph within the vicinity of the project. At the time this <br /> Supplemental EIR was prepared, construction was underway to widen Arch Road to four lanes — <br /> west of Austin Road. <br /> French Camp Road <br /> French Camp Road is an east-west two-lane road that connects I-5 in south Stockton, to SR 120 <br /> near the City of Escalon. It is a Minor Rural Arterial west of Austin Road and a Major Rural <br /> Collector east of Austin Road. The road serves agricultural, industrial, and residential <br /> developments. The posted speed limit along the road is 50 mph west of Airport Way and 55 <br /> mph elsewhere. <br /> Bicycles <br /> Austin Road south of French Camp road is currently a designated bicycle route, but no roads L <br /> within the Forward study area are so designated. Figure 4-2 of the San Joaquin County Bikeway <br /> Master Plan Update (San Joaquin County, November 2010) does not show any reported accidents <br /> involving bicycles on the study area roadways in the period studied (2002-2007). <br /> Figure 4-3 of the Plan identifies Austin Road and Arch Road within the study area as <br /> "Community Identified Routes", meaning the roads either currently are used by bicyclists or <br /> are potential routes that would be used if bicycles were accommodated. However, neither was <br /> included in Table 6-3 or Figure 6-8 as Recommended Projects. <br /> Figure 6-11 of the Plan shows French Camp Road as a proposed Class 3 Bike Route although it _ <br /> is not included in the Tier 1 list for high priority implementation. Also, Republic ITS staff did <br /> not observe any bicyclists in the area during their field visits. <br /> Public Transit — <br /> Transit service in the general vicinity of the Forward Landfill is provided by the San Joaquin <br /> County Regional Transit District (RTD). RTD provides service between Stockton and the _ <br /> airport, but the nearest route is at the Route 99/Arch Road interchange. No RTD lines extend <br /> into the study area. <br /> Intersection Operations <br /> Level of Service Concept <br /> The operating conditions of intersections experienced by motorists are described as "levels of <br /> service" (LOS).
