Levels of service A <br /> through D generally represent traffic volumes at less than roadway capacity, while LOS E <br /> represents traffic volumes at or near roadway capacity, and LOS F represents over-capacity or <br /> forced flow conditions. San Joaquin County level of service (LOS)policy states that <br /> intersections shall operate at an overall LOS D or better on minor arterials and roadways of <br /> higher classification, and at LOS C on all other roads.Arch Road is designated a minor arterial, <br /> so LOS D applies as the standard of significance. LOS C applies to other study intersections <br /> along Austin Road. County and California Department of Transportation (Caltrans)LOS <br /> ;., policies apply to the remaining study intersections and define acceptable operations as an <br /> overall LOS D or better. <br /> i <br /> County policies also includes guidelines for determining whether added traffic from a proposed <br /> development is to be considered a significant impact. <br /> • If the LOS for this condition exceeds the County's LOS standards, then mitigation <br /> L measures that would improve the LOS to an acceptable level must be identified. LOS <br /> must be expressed in terms of delay in seconds for intersections. <br /> • If the LOS for conditions at a given location is already at an unacceptable LOS, then <br /> mitigation measures that would return the v/c ratio (volume/capacity) to the "existing" <br /> level must be identified. <br /> Different types of analyses are used for signalized and unsignalized intersections. The methods <br /> used to analyze both signalized and unsignalized intersections are described below. The study <br /> methodology was selected by Republic/ITS based on input from both the City of Stockton and <br /> San Joaquin County staff. Generally, this study follows County Traffic Study Guidelines (San <br /> +•• Joaquin County,2008),but because the project is within the City of Stockton's sphere of <br /> influence, a 2035 horizon year for cumulative analysis was used per City guidelines.
