It should be <br /> noted that the ten study intersections in the 2013 EIR do not include the signalized intersection <br /> at the California Health Care Facility entrance on Austin Road, which was installed after the <br /> 2013 EIR was completed. <br /> Existing Landfill Traffic <br /> The Forward Landfill's current Solid Waste Facilities Permit(SWFP)allows a maximum of 620 <br /> vehicles(1,240 vehicle trips)per day. Before the economic downturn of recent years,daily traffic at <br /> i., the landfill sometimes reached this limit. The economic downturn caused a reduction in landfill <br /> use and truck traffic,and the current volume is 212 trucks per day. <br /> Existing AM and PM peak-hour turning movement traffic volumes (which include the landfill <br /> traffic discussed above) were collected on three days from Tuesday, May 22 to Thursday,May <br /> 24, 2012 at each of the study intersections. The AM peak hour occurs from 7:15 to 8:15 AM and <br /> the PM from 4:15 to 5:15 PM. The resulting volumes are the baseline traffic conditions. Baseline <br /> AM and PM peak-hour turning movement traffic volumes are shown in Figure IV.B-2. <br /> Existing site traffic at the Forward driveway (see intersection 3 in Figure IV.B-2) shows: <br /> • AM Peak:42 outbound and 44 inbound trips, or 86 total trips <br /> • PM Peak: 18 outbound and 7 inbound trips,or 25 total trips <br /> The data collection also included a truck-only count for this intersection,which shows: <br /> ` • AM Peak: 39 outbound and 32 inbound trips, or 71 total trips <br /> • PM Peak: 8 outbound and 6 inbound trips, or 14 total trips <br /> +�- Compared to the daily total of 424 truck trips, the percent of trucks traveling in the AM <br /> Peak is 16.8 percent and in the PM Peak is 3.3 percent. <br /> ` A description of LOS at these intersections is provided in Table IV.B-4. Detailed intersection <br /> LOS calculations are on file at the San Joaquin County Community Development Department <br /> offices in Stockton. All County intersections or movements are operating at acceptable LOS <br /> during both peak hours. State intersections are operating at acceptable LOS during both peak <br /> ` hours, with the exception of the SR 99/French Camp Road southbound ramp in the PM peak <br /> hour. Caltrans is in the process of installing a traffic signal and pavement widening to add a <br /> westbound through lane at this intersection that will provide acceptable operations. <br /> hm <br />
