Queuing at Landfill Entrance (Same As 2013 EIR Impact B.3): <br /> The effect of the proposed project on the on-site entrance facilities (driveway and scales) is <br /> discussed below,based in part on a transportation study for a previously proposed project on <br /> the site, conducted by an independent transportation consultant retained by the applicant. _ <br /> (Republic ITS, 2009). The 2014 update of the transportation study found that the previous <br /> analysis of queuing also applies to the 2014 Expansion Project. <br /> In the past, queuing of trucks has occurred on Austin Road before the landfill opens in the <br /> morning. In response, the gates at the main entrance to the landfill and the composting facility <br /> were recently reconfigured. At the time the 2013 EIR was prepared, as well as the time this <br /> SEIR was prepared, the main entrance to the landfill had two sets of gates, located <br /> approximately 70 feet west of Austin Road and approximately 800 feet west of Austin Road, <br /> respectively. The gate at the main landfill entrance nearest Austin Road is opened no earlier <br /> than 5:30 a.m. The second set of gates (approximately 800 feet west of Austin Road) is opened <br /> at approximately 5:50 a.m. As a result, there is no queuing of trucks on Austin Road at the <br /> reconfigured main landfill entrance with these procedures.Z The entrance to the composting <br /> facility was redesigned and the gates were moved approximately 150 feet west of Austin Road. <br /> These gates open at approximately 7:00 a.m., Monday through Friday. There is currently no <br /> queuing on Austin Road at the reconfigured entrance to the composting facility. Neither the <br /> previously proposed project nor the 2014 Expansion Project would change the gate <br /> configurations or opening procedures at the entrances. As discussed under Impact B.1, the _ <br /> landfill driveway operates at a satisfactory level of service, and with the project would continue <br /> to operate at a satisfactory level of service. As discussed under Impact B.8, under cumulative <br /> conditions, the landfill driveway with the project would continue to operate at a satisfactory _ <br /> level of service. For these reasons, the Expansion Project would not affect queuing on Austin <br /> Road before the landfill is opened in the morning. This impact would be less than significant <br /> and no mitigation would be required. <br /> Queuing of trucks waiting to use the scales during operating hours could also occur on the <br /> landfill site at the main entrance. According to Forward staff, each truck requires <br /> approximately 60 seconds to process at the scales near the truck entrance. One scale is always <br /> in operation, and a second scale is opened during busy periods. The scales are approximately <br /> 2,340 feet from the entrance to the Forward site.
