Draft Supplemental Environmental Impact Report Page IV.13-20
Forward Inc.Landfill 2014 Expansion Project
Surrounding and Nearby Land Uses of W.A. Land Use and Agricultural Resources.) The other
two approved projects identified in the 2013 EIR are listed below.
• Archtown Industrial Project, located at the southwest corner of Newcastle and Arch
Roads.
• Arch Road Industrial Project, located on the south side of Arch Road between Austin
and Newcastle Roads, west of the Northern California Re-Entry Facility.
` Estimated traffic volumes from those projects were obtained from the traffic studies completed
for each facility. Table IV.13-8,below,provides the number of trips generated, and sources, for
each of the previously approved projects. Completion of construction of the California Health
Care Facility does not change the project's trip generation used in the 2013 EIR;therefore, there
bw is no change to total traffic volumes calculated for the EPAP conditions analyzed in the 2013
EIR.
Table IV.B-8
Trip Generation For Approved Projects
Project Trips
Approved Project Daily Trips AM Peak Hour PM Peak Hour
In Out In Out
rchtown Industrial Project' 4,790 154 98 112 196
rch Road Industrial Pro'ect2 4,240 136 87 98 175
.. Levels of service that would occur at the study intersections are
presented in Table IV.B-9. Under EPAP conditions, study intersections would remain at an
acceptable LOS,with the exception of the southbound off-ramp from Route 99 at French Camp
Road (intersection 6). This intersection would remain at an unacceptable LOS F,but addition of
►. traffic from the approved projects would cause an increase in the delay. (This LOS does not
account for the Caltrans traffic signal installation project mentioned above, the effect of which is
discussed in Near-Term (Existing-Plus-Approved-Projects) Cumulative Impacts,below.
` Existing-Plus-Approved Projects Plus Project Traffic Volumes
Traffic under this condition is estimated by adding project-related traffic to traffic volumes
associated with near-term cumulative (Existing Plus Approved Projects) development projects.
LOS calculations for the Existing Plus Approved Plus Project scenario assume 10 percent of the
traffic is trucks, based on direction from County staff. LOS values with the Proposed Project are
shown in Table IV.B-10, and projected traffic volumes are shown in Figure IV.B-6, EPAP Plus
Project Peak Hour Volumes.
