Landfill 2014 Expansion Project <br /> As discussed in the 2013 EIR, under Existing Plus Approved Projects Plus Project conditions, all <br /> intersections would continue to operate at LOS D or better, with the exception of the <br /> southbound ramp at the SR 99/French Camp Road (intersection 6). At this intersection, LOS <br /> would remain at F, but the average delay would worsen from 10.2 seconds (see Table IV.B-9) to <br /> 10.4 seconds. According to County policy, measures must be defined to mitigate this impact to <br /> maintain the current LOS and delay value. The Caltrans traffic signal installation project _ <br /> mentioned above would improve operations at this intersection to an acceptable LOS B, and no <br /> further mitigation is required for the proposed project. <br /> As mentioned previously, the California Health Care Facility is complete and is no longer an <br /> approved project. This may have a small impact on study intersections along Arch Road, <br /> Mariposa Road and the SR 99 interchanges. However, since those intersections and ramps were <br /> operating at LOS B and C, and were projected to operate at LOS C or better under EPAP <br /> Conditions (which include the California Health Care Facility), it can be concluded that the <br /> completion of the California Health Care Facility would not change the findings of the 2012 <br /> Republic ITS study. Therefore the conclusions of the 2013 EIR also apply to the 2014 Expansion <br /> Project. <br /> For the 2014 Expansion Project, this impact would be less than significant, and no mitigation <br /> measures are required. — <br /> Year 2035 Cumulative Traffic Volumes <br /> San Joaquin County guidelines typically require an evaluation of cumulative conditions in year <br /> 2025. However, of the cumulative future projects in the vicinity, the largest is the proposed <br /> Mariposa Lakes development. The lead agency for this development is the City of Stockton, _ <br /> which uses year 2035 as the future horizon year for cumulative analysis. Therefore, as directed <br /> by County staff, 2035 is used for the future analysis year in this EIR. The traffic study prepared <br /> for the Mariposa Lakes project is used as the source document for year 2035 traffic volumes. <br /> (TJKM, 2007). -- <br /> Near-Term (Existing-Plus-Approved-Projects) Cumulative Impacts <br /> With the addition of the proposed project to EPAP cumulative conditions, LOS values would <br /> remain at acceptable levels, with the exception of the interchange of Route 99 at French Camp <br /> Road. This intersection has unacceptable LOS F without the project, as shown in Table IV.B-9, <br /> but, with the project, the average delay would worsen at this intersection. According to County <br /> policy, measures must be defined to mitigate this impact to maintain the current LOS and delay <br /> value. The Caltrans traffic signal installation project mentioned above would improve <br /> operations at this intersection to an acceptable LOS B, and no further mitigation is required for <br /> the proposed project. This impact would be less than significant, and no mitigation measures <br /> are required. <br /> Year 2035 Planned Roadway Improvements <br /> By year 2035 Austin Road is planned to be widened to two lanes in each direction between <br /> Mariposa Road and some point between Arch Road and French Camp Road. The intersection <br /> of Austin Road and French Camp Road is expected to have the same lane designations (one <br /> approach lane in each direction). These improvements were assumed in the analysis of <br /> cumulative conditions, and the resulting lane configurations are shown in Figure IV.B-7. <br />
