Landfill 2014 Expansion Project <br /> Year 2035 Cumulative Impacts <br /> With the addition of the proposed project to year 2035 traffic, all study intersections would <br /> operate at a reduced delay, an unchanged LOS, or an acceptable LOS, with the exception of the -- <br /> following intersections, which are discussed below: <br /> • Austin Road and Arch Road during the PM peak hour <br /> • SR 99 and Arch Road in both peak hours <br /> • SR 99 and Mariposa Road SB Ramp in both peak hours <br /> • Austin Road and Mariposa Road during the AM peak hour <br /> • Austin Road and French Camp Road during the PM peak hour — <br /> As mentioned above, the California Health Care Facility (CHCF) was completed after the 2013 <br /> EIR was prepared, and a signalized intersection was installed at the entrance of the Facility on <br /> Austin Road. According to the traffic report prepared for CHCF project, the CHCF entrance <br /> driveway, with traffic signals, would operate at LOS A and C in the 2035 a.m and p.m. peak <br /> hour, respectively. <br /> Impact B.6. Potential Impact to LOS at Austin/Arch, SR 99/Arch,and SR 99/Mariposa SB <br /> Ramp Under Cumulative Conditions. (Revises 2013 EIR Impact B.6) <br /> Because the 2014 Expansion Project would not generate traffic, or make a contribution to <br /> cumulative traffic, in the year 2035, there would be no effect on LOS at all study intersections in <br /> 2035. Therefore, the 2014 Expansion Project would have no impact in 2035. <br /> The 2013 EIR found that that the previously proposed project would have a significant <br /> unavoidable impact on the intersections of Austin Road and Arch Road,SR 99 and Arch Road, <br /> aned SR 99 and Mariposa Road SB Ramp in the Cumulative Year 2035. In its last year of <br /> operation, 2031, the effects of the 2014 Expansion Project would be similar to, or less than, the <br /> effects of the previously proposed project evaluated in the 2013 EIR. As discussed above, Arch <br /> Road was being widened at the time this SEIR was prepared. This widening, which was not — <br /> incorportated into the traffic analysis for the 2013 EIR, will improve traffic circulation in 2035; <br /> therefore, traffic operation at its intersection with Austin Road, and the associated LOS, would <br /> be the same or improved over the level presented in the 2013 EIR. For these reasons, the <br /> impacts of the previous project, discussed below, represent the worst-case effect of the 2014 <br /> Expansion Project in 2031. <br /> The 2013 EIR found that the Austin Road and Arch Road would operate at LOS F during the <br /> PM peak hour in 2035, with a delay of 111.8 seconds under cumulative conditions without the <br /> project. With the project, this intersection would continue to operate at LOS F during the PM <br /> peak hour, and the delay would increase to 112.7 seconds. Since the project would add to the <br /> traffic volume at the intersection, this impact is considered potentially significant. <br /> With addition of a second northbound left turn lane, operations at the intersection of Austin <br /> Road and Arch Road would improve to (unacceptable) LOS E. Adding a third left-turn lane to <br /> the east to north traffic would improve the LOS to an acceptable level;however, a triple turn <br /> lane is not allowed by City policy.' In addition to the triple left-turn lane, there would need to <br /> be one or two other eastbound lanes for the other traffic movements.
