For these <br /> reasons, a triple turn lane is infeasible. Thus,no mitigation measures are available to reduce <br /> this impact to a less-than-significant level, and the deterioration of LOS at this intersection in <br /> year 2035 (without the proposed project)would be a significant and unavoidable cumulative <br /> impact attributable to cumulative development without the proposed project. <br /> Implementation of a second northbound left turn lane would reduce the cumulative <br /> transportation impact at the Austin/Arch intersection to LOS E;however, the previously <br /> proposed project's additional contribution to the unacceptable level of service at the <br /> i Austin/Arch intersection would remain a significant unavoidable impact. This same impact <br /> would be the worst-case effect of the 2014 Expansion Project, which would not result in any <br /> new impacts not evaluated in the 2013 EIR. <br /> �- The intersection of SR 99 and Arch Road would operate at LOS F in both peak hours under <br /> cumulative 2035 conditions (without the project). Addition of project traffic to cumulative 2035 <br /> conditions would increase the delays at this intersection. The traffic study for the Mariposa <br /> L, Lakes development determined that this impact would be significant and unavoidable, and that <br /> no further mitigation is feasible. (TJKM,2007). Therefore, the previously proposed project's <br /> additional contribution to the unacceptable level of service at the SR 99/Arch would remain a <br /> significant unavoidable impact. In 2031, the last year of operation of the 2014 Expansion Project, this <br /> intersection would operate at the same or better LOS. The added traffic due to the 2014 <br /> Expansion Project (137 a.m. and 28 p.m. peak hour trips) is not expected to worsen the <br /> intersection to unacceptable conditions. Therefore, the 2014 Expansion Project would result in a <br /> less-than-significant cumulative impact at this new intersection. <br /> Newcastle Road Access <br /> L <br /> As described under Impact B.1, an alternate access to the landfill at Newcastle Road was <br /> considered in the 2013 EIR. That EIR found that, under year 2035 cumulative conditions with <br /> is, the use of Newcastle Road for landfill access, the intersections of Austin Road/Forward <br /> Driveway and Arch/Newcastle Road would operate at acceptable levels of service,but the <br /> Austin/Arch Roads,SR 99/Arch Road, and SR 99/Mariposa Road SB Ramp intersections <br /> 60 would operate at unacceptable Level of Service F, with an average delay similar to year <br /> cumulative 2035 conditions if the existing landfill entrance on Austin Road is used. Thus,use of <br /> Newcastle Road for landfill access for the previously proposed project would not avoid the <br /> deterioration of level of service at the Austin/Arch Roads,SR 99/Arch Road, and SR <br /> 99/Mariposa Road SB Ramp intersections to unacceptable conditions in the cumulative year <br /> 2035, and 2035 cumulative impacts with alternate access at Newcastle Road would be similar to <br />
