The San Joaquin Valley is nonattainment <br /> of the CAAQS for PM10 and PM2.5,but is in attainment of the NAAQS for PM10 and is <br /> nonattainment for the NAAQS PM23 standard. <br /> L Air quality plans developed to meet federal requirements are referred to as SIPS. The <br /> federal Clean Air Act and the California Clean Air Act require plans to be developed for <br /> areas designated as nonattainment. Plans are also required under federal law for areas <br /> designated as "maintenance" for national standards. Such plans include strategies for <br /> attaining the standards. Currently, there are three plans for the SJVAB: <br /> • On April 26, 1996, the Board approved the Carbon Monoxide Re-designation Request <br /> and Maintenance Plan for Ten Federal Planning Areas as part of the SIP for CO. EPA <br /> approved this revision on June 1, 1998 and re-designated the ten areas to <br /> r attainment. On October 22, 1998, CARB revised the SIP to incorporate the effects <br /> L of the recent Board action to remove the wintertime oxygen requirement for <br /> gasoline in certain areas. On July 22,2004, CARB approved an update to the SIP <br /> that shows how the ten areas will maintain the standard through 2018, revises <br /> emission estimates, and establishes new on-road motor vehicle emission budgets <br /> for transportation conformity purposes." <br /> • The CARB submitted the 2004 Extreme Ozone Attainment Demonstration Plan to <br /> ` EPA on schedule on November 15,2004. On August 21, 2008, the District adopted <br /> Clarifications for the 2004 Extreme Ozone Attainment Demonstration Plan for 1- <br /> hour Ozone. On October 16, 2008, EPA proposed to approve the District's 2004 <br /> LExtreme Ozone Attainment Demonstration Plan for 1-hour Ozone. Effective June <br /> 15,2005, the EPA revoked in full the federal 1-hour ozone ambient air quality <br /> standard, including associated designations and classifications, in all areas except <br /> L 14 early action compact areas that do not include the SJVAB.9 On March 8, 2010 <br /> EPA approved San Joaquin Valley's 2004 Extreme Ozone Attainment Plan for 1- <br /> hour ozone. <br /> L • The District Governing Board adopted the 2007 Ozone Plan on April 30,2007. This <br /> far-reaching plan,with innovative measures and a "dual path" strategy, assures <br /> expeditious attainment of the federal 8-hour ozone standard for all Valley <br /> residents.The CARB approved the plan on June 14, 2007. <br /> r'" • On September 25,2008, EPA re-designated the San Joaquin Valley to "attainment" <br /> for the PM10 NAAQS and approved the PMIo Maintenance Plan. The District <br /> i Governing Board adopted the 2008 PM2.5 Plan following a public hearing on April <br /> L 30,2008. This far-reaching plan will assure that the Valley will attain all the PM2.5 <br /> standards-the 1997 federal standards, the 2006 federal standards, and the state <br /> standard-as soon as possible." <br /> L The District Governing Board adopted the 2008 PM2.5 Plan on April 30, 2008.This <br /> Plan will assure that the Valley will attain the PM2.5AAQS as soon as possible.The <br /> CARB submitted the 2008 PM23 Plan to EPA on June 30,2008. The District <br /> Governing Board amended the 2008 PM2.5 Plan on June 17, 2010 to extend the rule <br /> L 7 Carbon Monoxide Redesignation Request and Maintenance Plan for Ten Federal Planning Areas, <br /> http://www.arb.ca.gov/planning/sip/co/co.htm <br /> s Projects pertaining to the development of transportation infrastructure must conform to a set of Federal and <br /> State guidelines in order to be approved and authorized for funding.Transportation Improvement Plans <br /> 6.
