Landfill 2014 Expansion Project <br /> 2. any asbestos training program specific to landfill employees that has <br /> been developed, described, or required by regulation by either the <br /> CalRecycle or Cal-OSHA <br /> 3. any other asbestos training program approved by Cal-OSHA <br /> c. Provision of water at the working face to keep ACM damp until covered. <br /> • Continuation of the annual physical evaluations of all onsite Forward employees for <br /> asbestos exposure. <br /> • Workers would not be allowed to eat near the active landfill. <br /> Implementation of these procedures would reduce the impact to a less-than-significant level. <br /> Impact E.2: Hazardous waste might inadvertently be contained in the solid waste that is _ <br /> brought to the landfill for disposal. (Same as 2013 EIR Impact E.2) <br /> Hazardous materials that are not permitted to be disposed in Class 11 landfills often arrive <br /> within the refuse stream inadvertently. Commonly this is in the form of almost spent product <br /> related to the building trades or household waste materials such as paint, paint thinner, <br /> varnishes, constituents such as the solvents and petroleum distillates that are their constituent <br /> parts may break down, leach through the liner and underlying soil and contribute to the <br /> formation of a toxic leachate that could contaminate groundwater. <br /> As part of the project, the following procedures are proposed to reduce this impact: <br /> • The Forward Landfill "load-checking program," which is designed to mitigate against <br /> hazardous waste being placed in the landfill, will continue to be implemented for the <br /> expanded landfill. <br /> • Landfill operators will be trained to recognize and properly segregate and handle <br /> hazardous waste. This will include a 24-hour hazardous waste materials management _ <br /> training program that complies with 29 CFR, Section 1910. <br /> Implementation of these procedures would reduce the impact to a less-than-significant level <br /> because they would reduce the likelihood of disposal of hazardous materials into the landfill to _ <br /> minimal levels. <br /> Impact E.3: Spills, collisions,upsets, or other accidents at the landfill or during waste <br /> transport could cause injury to site workers, the general public, or the environment. (Same as <br /> 2013 EIR Impact E.3.) <br /> Leachate, some of which is toxic, could leak or spill due to containment failures, and special <br /> wastes such as asbestos containing materials (ACM), petroleum contaminated soils, ash, etc. <br /> could end up in inappropriate uncontrolled locations due to spills, collisions, upsets or other <br /> accidents that can occur during the landfilling operations. Mitigation of such accidents after the _ <br /> fact—such as windblown asbestos containing materials if the bags that contain ACM ripped <br /> and dispersed—could be difficult. Worker health and safety could be threatened in the event <br /> such upsets occur. <br /> The Forward Landfill operating procedures (part of the JTD) contains the Site Emergency <br /> Action Plan, Fire Prevention Plan, Health and Safety Plan and Hazardous Material <br /> Management Plan that are designed to have procedures in place to deal effectively with spills, y <br />
