4 Draft Supplemental Environmental Impact Report Page IV.G-3 <br /> Forward Inc.Landfill 2014 Expansion Project <br /> w <br /> (c) The project sponsor shall allow only a qualified archaeologist, and a <br /> Native American monitor to collect any prehistoric cultural resources (except <br /> L human remains and burial associated grave goods) discovered on the site. <br /> (d) If prehistoric archaeological deposits that include human remains are <br /> discovered by the project sponsor, archaeologist, af4 Native American <br /> �' monitor, and any construction contractors during development of the project <br /> site, the project sponsor shall along with the archaeologist and Native <br /> American monitor to notify the County Coroner immediately and not allow <br /> the removal of human remains until it is determined by the Coroner if the <br /> remains are Native American. If the remains are found to be Native <br /> American, the Native American Heritage Commission shall be notified <br /> ` within 24 hours. The most likely descendant (MLD) of the deceased Native <br /> American shall be notified and given the chance to make recommendations <br /> for the remains. If no recommendations are made within 24 hours, remains <br /> may be reinterred elsewhere on the property. If recommendations are made <br /> and not accepted, during the mediation period, the Native American <br /> Heritage Commission shall mediate the issue and the Human Remains shall <br /> remain in the possession of the MLD. <br /> E.Visual Quality <br /> The currently proposed Project eliminates the large mound of waste previously <br /> ,. proposed for the Brocchini property. However, it would continue to include the creek <br /> relocation, expand the existing landfill mound to the south, and add additional bulk to <br /> the northeastern landfill mass. It also would replace the existing composting facility <br /> y10 with a landfill mound. The potential for off-site litter generation would continue, <br /> although over a shorter landfill life compared to the 2013 Project. Therefore, 2013 EIR's <br /> Impacts K-1 through K-7 would continue to apply to the currently proposed Project. All <br /> measures identified in the 2013 EIR as Proposed as Part of the Project would be included <br /> in the current Project. Therefore impacts to visual quality from the 2014 Expansion <br /> Project would be similar to those described in the 2013 EIR. Visual impacts associated <br /> 'F with the increased landfill mass would continue to be significant and unavoidable. All <br /> �• other visual impacts would be less than significant with implementation of measures <br /> proposed as part of the Project identified in the 2013 EIR. <br /> 'low F. Growth Inducement <br /> The CEQA Guidelines (Section 15125(g)) require that an EIR evaluate the growth- <br /> inducing impacts of a proposed action. A growth-inducing impact is defined by the <br /> 1. Guidelines as "the way in which a proposed project could foster economic or population <br /> growth, or the construction of additional housing, either directly or indirectly, in the <br /> surrounding environment. Included in this definition are public works projects which <br /> remove obstacles to population growth." <br /> The environmental effects of induced growth are secondary, or indirect, impacts of the <br /> i proposed action. Secondary effects of growth include increased demand on community <br /> L. services and infrastructure, increased traffic and noise, and conversion of agricultural <br /> and open space to development use. Inducement of disorderly growth that is <br /> inconsistent with local land use plans generally causes significant environmental <br /> impacts. <br /> L <br />
