Draft Supplemental Environmental Impact Report Page IV.G-4 <br /> Forward Inc. Landfill 2014 Expansion Project <br /> If the proposed landfill expansion would stimulate growth into the area, then the project <br /> would have growth inducing impacts. However, the 2014 Expansion Project, which ~ <br /> would be smaller than the previously proposed expansion, involves neither the _ <br /> extension of public service, such as water or sewer lines, nor the creation of a land use <br /> that would stimulate adjacent development, the 2014 Expansion Project is not likely to <br /> have growth-inducing impacts. <br /> It should also be noted that construction and operation of the 2014 Expansion Project <br /> would, because of the resulting environmental impacts, make the project area less <br /> desirable for development. However, this effect would be smaller than for the <br /> previously proposed expansion. <br /> The 2014 Expansion Project would be considered growth inducing if providing <br /> additional disposal capacity the landfill would encourage development in the area. <br /> There is no evidence that available waste disposal capacity is limiting development in <br /> the areas that would be served by the Forward Landfill. <br /> G. Cumulative Impacts <br /> In evaluating potential environmental impacts, CEQA requires that the project be — <br /> considered within the context of regional development. While the environmental effects <br /> resulting from an individual project may appear less than significant when considered <br /> alone, they may be significant when added to impacts caused by other projects in the — <br /> area. Cumulative impacts are defined by CEQA Guidelines Section 15355 as "two or <br /> more individual effects which,when considered together, are considerable, or which <br /> compound or increase other environmental impacts." �. <br /> The cumulative impacts analyses in this document are made on the basis of lists of past, <br /> present, and reasonably anticipated future projects, as well as projections of growth that <br /> encompass both specific development and other regional growth (for example,in B. <br /> Transportation and Circulation). Cumulative projects identified in this EIR include: <br /> • The approved Northern California Re-Entry Facility and renovation of the <br /> adjacent Dewitt-Nelson Youth Correctional Facility,both located on the south <br /> side of Arch Road between Austin and Newcastle Roads <br /> • The approved Arch Road Industrial Project, located on the south side of Arch <br /> Road between Austin and Newcastle Roads,west of the Northern California Re- <br /> Entry Facility <br /> • The proposed Mariposa Lakes Project, which includes 10,964 units, three retail <br /> villages, seven schools, an AMTRAK station, a community college, and 670 acres <br /> of office and industrial parks (generating 13,000 jobs), on 3,800 acres <br /> • The proposed Norcal Logistics Center (formerly named Opus Logistics Center), — <br /> located northwest of the intersection of Arch and Austin Roads, consisting of <br /> subdivision and development of 475 acres within the City of Stockton for <br /> industrial uses <br /> • The approved Archtown Industrial Project, located on an approximately 70-acre <br /> site at the southwest corner of Arch and Newcastle Roads. The project consists <br /> of light industrial and warehouse uses. <br /> The cumulative effects of the project together with other existing, approved, and likely <br /> development have been considered and discussed in detail in each of the various <br /> analyses of Chapter IV. In summary, the following significant and unavoidable — <br /> cumulative impacts were identified: <br />
