421 Aviation WI.,
Frederick, Maryland 21701
T. 301-695-2000
F. 301.695-2375
wwmaopa.org August 7,2014
Mr.John Funderburg
Principal Planner
San Joaquin County
Community Development Department
1810 E. Hazleton Avenue
Stockton,CA 95205
Re:Notice of Preparation Supplemental Environmental Impact Report No. PA-0800105 ER Forward Inc.
Dear Mr. Funderburg:
The Aircraft Owners and Pilots Association(AOPA)appreciates the opportunity to comment on the
above mentioned notice. AOPA commented on the previous application and EIR by the applicant in 2012
and 2013,copies attached.
We continue to be concerned by any expansion of a landfill directly underneath and adjacent to the
approach path to an airport, specifically Runway 29R at the Stockton Metropolitan Airport. While the
proposed increased footprint is only 10 acres and outside of the Federal Aviation Administration's
10,000-foot separation distance for runways serving jet aircraft from landfills, wildlife, specifically buds,
don't recognize those arbitrary boundaries and it is our contention that this will continue to act as a
hazardous attractant.Allowing this expansion is not in the best safety interests of the flying public.
'l-hank you for your continued consideration of our views on this matter:If we call be of further
assistance, please contact our staff at 301-695-2200.
Sincerely,
John L.Collins
Manager
Airport Policy
Cc:
Mr. Harry Mavrogenes,Airport Director, Stockton Metropolitan Airport
Mr. Gary Cathey,Chief,California Department of Transportation,Division of Aeronautics
Ms. Robin Hunt,Manager,FAA San Francisco Airports District Office
Mr.John Pfeiffer,AOPA Western Pacific Regional Manager
Mr. Dick Mesa, AOPA Airport Support Network Volunteer SCK
2 Attachments
AIRCRAFT OWNERS AND PILOTS ASSOCIATION
