Landfill Expansion <br /> the responsibility of the RWQCB and must be carried out under their permit <br /> authorization;and <br /> • The groundwater capture and remediation system will be augmented to capture <br /> the current offsite plume to the satisfaction of the RWQCB based on their review <br /> of the current Source Control Report before them and other forthcoming reports. <br /> Identified in This EIR: <br /> Mitigation Measure F.6:Water quality at the offsite wells, such as the two private wells <br /> along Austin Road and the CYACC wells, shall be monitored quarterly to determine <br /> effectiveness of the new extraction system to be installed, currently being reviewed by <br /> the RWQCB. Continued operation of the augmented groundwater extraction system at <br /> the site would help limit the contaminant plume from expanding further downgradient <br /> but would not address the offsite component potentially beyond the reach of the newly <br /> proposed wells, such as the affected NCYCC wells. The NCYCC and the other offsite <br /> private wells would only likely achieve the WQOs through long-term attenuation and <br /> dilution over time. <br /> F.7. Secondly, the treated groundwater <br /> from the groundwater extraction system is discharged into the infiltration basin, which <br /> recharges aquifers below and moves offsite. <br /> Treated groundwater from the groundwater extraction system is infiltrated back to the <br /> aquifer through an infiltration basin located near well MW-11. This has resulted in a <br /> dilution of the previous concentrations at M W-11 but and may have bifurcated the <br /> plume between a northern and northeastern component but has not mitigated the <br /> plume from further downgradient. More changes to the current infiltration system and <br /> groundwater extraction is currently being reviewed by the applicant.The RWQCB is <br /> currently reviewing a Source Control Report by the applicant to address the need for <br />
