BACKGROUND AND INTRODUCTION <br /> El <br /> The existing Forward, Inc. Landfill, is an approximately 567-acre, privately owned, Class II <br /> waste disposal and transfer station/materials recovery facility (MRF) located seven miles <br /> southeast of the City of Stockton in San Joaquin County, California. The landfill is owned and <br /> operated by Forward, Inc., and is not open to the public. The currently existing Forward <br /> Landfill was created by combining two adjacent landfills: the former City of Stockton's 410-acre <br /> Austin Road Sanitary Landfill (now the northern portion of the current Forward Landfill) and <br /> the 157-acre "Forward Landfill" (now the southern portion of the current Forward Landfill) that <br /> f was originally permitted in 1973 and converted to a Class II landfill in 1993. (Where needed for <br /> clarity,this smaller former"Forward Landfill" is referred to as the Original Forward Landfill in <br /> this document.) In 2000, the Austin Road Sanitary Landfill was sold by the City of Stockton to <br /> Forward, Inc., and transferred from City to County jurisdiction. <br /> In Yg <br /> April 2003, the Count ranted a Use Permit to Forward, Inc. to combine the former Austin <br /> P <br /> Road Sanitary Landfill and the Original Forward Landfill into a single Forward, Inc. landfill. <br /> This landfill consolidation project entailed the following substantial modifications to previous <br /> . .' landfill characteristics and procedures: <br /> • Placement of refuse fill in the 7.5-acre wedge between the existing landfills and <br /> increase in permitted height of existing Austin Road Sanitary Landfill <br /> • Allowing lower base grades in future Waste Management Units <br /> • Conversion of the Austin Road Sanitary Landfill portion of the facility from a Class <br /> FIII to a Class II landfill, accepting designated wastes <br /> • Expanded hours of operation <br /> The current Forward Landfill site includes a materials recovery facility on the southeast portion of <br /> E. the site which is operated by Forward,Inc.under a separate permit. Additionally, a landfill gas- <br /> to-energy plant is operated in the northwest portion of the site by Covanta and currently <br /> Ft <br /> permitted to operate by the San Joaquin Valley Air Pollution Control District until April 30, <br /> 2013. Under current permits, the existing Forward, Inc. Landfill has capacity to operate until <br /> approximately 2017 at projected average fill rates. <br /> F The project analyzed in this EIR is an expansion of the existing 567-acre Forward Landfill. The <br /> proposed project would make the following changes: <br /> • Expand the Forward Landfill to a 185-acre parcel to the southwest of the existing landfill <br /> site,approximately l��1 a res in the southeast of the existing landfill, and approximately 10 <br /> racres-in thenortheagt of�the existing landfill <br /> F', <br /> Increase landfill capacity from 25.1 million cubic yards to 68.5 million cubic yards <br /> • Relocate 3,200 feet of the South Branch of the South Fork of Littlejohn Creek(which <br /> Fcurrently traverses the landfill)to the southeastern boundaries of the site <br /> • increase the permitted number of daily vehicles from 620 to 960 <br /> FConduct solidification of high moisture content wastes (by mixing dry wastes with high <br /> moisture content waste);up to 40;00 gallons per day of high moisture content wastes <br /> would be accepted <br /> F! <br /> F." <br />
