Landfill Expansion <br /> • Accept up to 5,487 tons per day(tpd)of beneficial reuse materials(green waste,ash, <br /> cement, shredded tires),and quantify the currently-permitted 500 tpd of material delivered <br /> to the Materials Recovery Facility(MRF)separately, rather than as part of the currently <br /> permitted 8,668 tpd of wastes accepted,resulting in a net maximum increase of 5,987 tons <br /> per day <br /> • Additional electricity generation with landfill gas <br /> • Lower the base level of the northeast area of the landfill from seven feet above mean sea <br /> level to one foot below mean sea level,resulting in a capacity increase of 840,000 cubic <br /> yards <br /> The expansion of the disposal area and lowering of the base level of the northeast area of the <br /> landfill would increase total landfill capacity by approximately 43.4 million cubic yards beyond <br /> currently permitted levels, which would allow disposal at the landfill to continue until 2034. Most <br /> site.operations would remain as described for the existing Forward Landfill,below. <br /> Existing and proposed conditions and operations at the site are described in detail in this <br /> chapter. <br /> B. PROJECT OBJECTIVES <br /> The project applicant, Forward, Inc., seeks to provide additional refuse capacity to meet the <br /> disposal needs of San Joaquin County and the greater region, with the following specific <br /> objectives: <br /> • Continued design and operation of a safe and efficient landfill with state-of-the-art <br /> environmental protection features which meet or exceed local,State, and Federal <br /> standards. <br /> • Minimize the impacts of refuse disposal through a well-engineered and <br /> environmentally sound operation. <br /> • Prolong the life of existing landfill facilities by expanding into contiguous areas that <br /> complement and blend with the existing setting. <br /> • Continue to provide landfill disposal capacity to the region. <br /> • Continue and expand existing waste diversion and beneficial re-use activities. <br /> C. SITE DESCRIPTION <br /> Project Location and Access <br /> The existing Forward Landfill is located southeast of the City of Stockton at 9999 South Austin <br /> Road in Manteca, California (see Figures III.0-1 and III.0-2). <br /> Access to the site is from Austin Road, a rural two-lane, paved road oriented north/south <br /> connecting with Mariposa Road to the north and ultimately connecting with Highway 99. <br /> French Camp Road, Arch Road, Mariposa Road, Interstate 5, Highway 99, and Highway 120 <br /> provide access to Austin Road. <br />
