Landfill Expansion <br /> R <br /> flow within its banks),and(3)provide a stable channel design that meets or exceeds the functions <br /> and values of the existing creek. <br /> The existing creek traversing the landfill is generally a trapezoidal channel with little riparian <br /> habitat that is regularly cleared of emergent vegetation by County personnel. The existing creek <br /> performs relatively well in terms of flood control. (Bryan A.Stirrat&Associates,2008). <br /> The proposed relocated channel would exceed the flood control ability of the existing channel and <br /> create approximately nine net acres of riparian woodland habitat. <br /> Increase the Permitted Number of Daily Vehicles <br /> The current permitted traffic volume at the landfill is 620 vehicles per day. The proposed level of <br /> permitted vehicles is 960 vehicles per day. Because delivery of waste and other material varies on <br /> a daily basis,the landfill would maintain records of incoming loads and vehicle counts and limit <br /> z <br /> deliveries to 960 vehicles per day. <br /> Solidification of High Moisture Content Wastes <br /> Non-hazardous liquid waste and sludge would be solidified in a mixing basin located in the <br /> southeast portion of the landfill,and then disposed in the refuse fill area. Liquid waste means any <br /> non-hazardous waste material that is determined to contain"free liquids" as defined by United <br /> States Environmental Protection Agency (EPA)SW-846 Method 9095 A. Non-hazardous wastes <br /> which may require solidification include,but are not limited to, sewage sludge, off-specification <br /> food and'other consumer products,and by-products from various food processing and other <br /> industrial operations. Up to 40,000 gallons per day of liquid waste would be accepted. The liquid <br /> waste would be accepted and solidified,throughout the year. The solidification agent would be <br /> ��---- � <br /> compatible alternative dailyco {ADC)materials ailowed'far.acceptanc�-tAbW he <br /> salidifi�d the material would be-disposed of.in the,landfill or,stockpilled=in the landfill area'for <br /> tential-reuse/-re- cliri �inclu—diri -use:as,ADG durin d weather;if a royed b the local <br /> po - �Y g --g _._. g .rye _ -_pp ._ y+ <br /> enforcement agency-(LEA). <br /> qliA load checking program would be implemented at Forward Landfill high moisture content <br /> waste solidification facility, consisting of training of all site personnel who would be involved <br /> with inspection and processing of the high moisture content waste, inspections, and review of <br /> required documentation. Each potential liquid waste proposed for solidification and disposal at <br /> the Forward Landfill would be characterized by the generator,based on generator knowledge and <br /> laboratory testing. Forward would review the waste characterization submittal for completeness, <br /> and determine whether the waste is to be accepted. If acceptance is granted for receipt of liquid <br /> 4-2 <br /> waste,a Generator Waste Profile Sheet would include specific information regarding the waste. <br /> The generator would be required to certify by signature that all information on the form is true and <br /> correct. A non-hazardous waste manifest would accompany each shipment of liquid wastes to the <br /> Forward Landfill. A copy would be sent to the generator to verify receipt, and a copy would be on <br /> file at the Forward Landfill. All waste discrepancies(shipment without a waste manifest,waste <br /> does not match the waste manifest,or waste manifest information is incomplete or incorrect) <br /> would be resolved before the waste is accepted for solidification and disposal. Unresolved <br /> discrepancies would cause rejection of the load with instructions to the transporter to return the <br /> load to the generator. <br /> Prior to processing,the manifest for each load would be checked by the staff at the solidification <br /> area. If containerized unacceptable or hazardous wastes are discovered in the load, the driver <br /> would•..be-instructe-dto remove the materials from"the site and arrange for disposal at an <br /> a <br />
