If the vehicle has already left the site when unacceptable or hazardous wastes are found, <br /> r . <br /> i the containerized materials would be moved to a hazardous waste storage locker for temporary <br /> storage and disposal within 90 days. The container would be labeled with the generator's name r.. <br /> ry. and the date and time of the delivery. The generator would be informed that they must remove <br /> the materials and dispose of the waste at an appropriate disposal facility. If the generator <br /> refuses to handle the removal of the unacceptable or hazardous waste,Forward would arrange <br /> for the proper disposal of the materials. <br /> G, <br /> If hazardous waste is discovered that is not containerized, such that reloading the waste onto <br /> the vehicle is not possible, the area would be marked off, and all employees would be instructed <br /> to evacuate the area. Forward would notify the Manteca-Lathrop Fire Department, San Joaquin <br /> County of Emergency Services, Governor's Office of Emergency Services, and the SanTJoaq <br /> uin <br /> r. County_I'ublic_Health Sevice`s..(Enwironmental'Healt Division). The�appropriate-agency <br /> -- <br /> r would handle the containment and clean-up of the hazardous material. If the non- <br /> containerized waste is not hazardous,but is otherwise unacceptable, Forward would remove <br /> the waste from the processing area, contain it,and mark the waste as unacceptable. The <br /> generator would be informed that he must remove the waste from the site and dispose if it at a <br /> site licensed to accept the material. Incidents of unacceptable non-containerized waste would <br /> t be recorded in a load checking occurrence sheet. <br /> Once approved by Forward for acceptance, the wastes would be placed directly into the mixing <br /> t basin(described below),and solidified as soon as practicable. Forward may also store liquids <br /> outside of the mixing basin provided they are in water-tight,structurally sound containers(e.g., <br /> drums)and on paved portions of the solidification area. Typically only one type of liquid would <br />` <br /> TE, be added to the mixing basins at a time, solidified, and then removed for disposal. However, in <br /> some cases, such as with drums, different types of liquids may be solidified in the mixing basins at <br /> one time. In these cases, the Generator Waste Profile Sheet would be reviewed to ensure that the <br /> liquids are compatible, prior to solidification. The solidification agent(typically ash,auto shredder <br /> ..w waste,or green waste)may be added either before or after the liquid has been deposited into the <br /> mixing basin. If the solidification agent(e.g., ash)has the potential to create airborne dust, then the <br /> F. liquids would be placed in the basin after the solidification agent. <br /> Solidification agents may be stored in the solidification area,but typically would be placed there <br /> just prior to use. Dust and odors are not anticipated to be significant based on the review of similar <br /> practices at other landfills;however,any dust or odor conditions that may arise from the <br /> solidification agents or the mixing process would be identified and handled in accordance with <br /> current practices at the landfill. The basin would be filled with an appropriate amount of liquid <br /> and solidification agent to ensure complete mixing and to prevent overtopping during mixing <br /> and/or a storm event. <br /> The solidification agent would be mixed/combined with the liquid waste until there is thorough <br /> F blending of the liquid waste and solidification agent and no free liquids are observed. Typical <br /> mixing equipment consists of an excavator or backhoe bucket with a smooth blade or straight <br /> &I rubber cutting edge. Splashing and spillage would be minimized by limiting the amount of liquid <br /> and solidification agent in the mixing basin and by careful mixing by the equipment operator. The <br /> ► total mixing time is dependent upon the initial solids content of the liquids waste to be solidified <br /> and the solidification agent used. Typically, mixing occurs in about ten minutes. Minimal bulking <br /> occurs during the solidification process. Generally,the liquid waste fills the voids in the <br /> solidification agent.
