LAND USE AND AGRICULTURAL RESOURCES <br /> This section discusses the proposed Forward Landfill Expansion Project's conformity with the <br /> San Joaquin County General Plan, Countywide Integrated Waste Management Plan, and habitat <br /> and conservation plans, as well as loss of agricultural land and conflicts with existing and <br /> planned land uses in the project area. <br /> The project site is located in San Joaquin County and is subject to County land use and zoning <br /> regulations. <br /> Setting <br /> Surrounding and Nearby Land Uses <br /> Surrounding and nearby land uses are shown in Figure III.0-1. The Northern California Youth <br /> Center, a criminal detention facility with approximately 2,000 male inmates, is located <br /> approximately 1,900 feet north of the existing Forward Landfill disposal area and <br /> approximately 300 feet north of the soil borrow area in the CYA parcel. A women's prison, the <br /> Northern California Women's Facility, is located farther north of the project site, at the <br /> southwest corner of Arch and Austin Roads. The women's prison is currently closed and does <br /> not house any inmates. <br /> Adjacent land uses to the west and south of the landfill consist of agriculture. <br /> To the east of the project site is agricultural land, including a house at 9690 Austin Road (rented <br /> by Forward Landfill and kept vacant (Basso, pers. com.) located approximately 500 feet from <br /> the landfill, on the east side of Austin Road across from the landfill's main entrance. <br /> Other nearby land uses to the southeast and northeast of the site consist of agriculture and <br /> scattered residences. There are two single-family residences (9606 and 9820 Lynch Road) east of <br /> Austin Road on Lynch Road, approximately 0.5 miles southeast of the site. Further south, three <br /> residences are located east of Austin Road approximately one mile south of the proposed <br /> project site. Northeast of the site, approximately 0.5 miles north of the northern entrance to the <br /> existing landfill, a group of several residences is located on the east side of Austin Road. <br /> Approximately 0.7 miles north of the northern entrance, on the east side of Austin Road, are <br /> two residences, and there is one residence approximately 0.8 miles north of the northern <br /> entrance, also on the east side of Austin Road. <br /> The Burlington Northern and Santa Fe Intermodal Facility, a 470-acre train/truck cargo transfer <br /> and storage facility, is located approximately one mile northeast of the site, along the Burlington ra <br /> Northern and Santa Fe railroad main line. <br /> The nearest runway of the Stockton Metropolitan Airport is approximately one mile west of the <br /> existing Forward Landfill. Existing lighting at the landfill does not does not interfere with <br /> aircraft navigation. (Palmeri, 2009). Since 1990, there have been 17 recorded bird strikes <br /> associated with the Stockton Airport. (Palmeri,2009). The airport's records include all bird <br /> strikes and do not distinguish landfill-related bird strikes from other bird incidents. In any <br /> case, this number of strikes is not considered substantial. (Palmeri,2009). Forward Landfill <br /> safety procedures include monitoring bird populations at the site. According to the most recent <br /> bird survey(conducted on January 14,2009), which made five separate observations over a two- <br />
