In the vicinity of the project site, three development project have been recently approved:Trips <br /> • California Health Care Facility, located west of Austin Road between the Forward <br /> Landfill and Arch Road <br /> F • Northern California Re-Entry Facility, located on the south side of Arch Road between <br /> Austin and Newcastle Roads <br /> Arch Road Industrial Project, located on the south side of Arch Road between Austin <br /> f and Newcastle Roads, west of the Northern California Re-Entry Facility <br /> ..� In the vicinity of the project site, one development project is proposed:the Opus Logistics <br /> Center, located northwest of the intersection of Arch and Austin Roads, consisting of <br /> subdivision and development of 475 acres within the City of Stockton for industrial uses (Phase <br /> _ 1), and prezoning and annexation to the City of Stockton of an adjacent 148 acres (currently <br /> within San Joaquin County) for industrial use (Phase II). (Funderburg, 2009;ESA,2008). <br /> Agricultural Land <br /> t <br /> The largest portion of the proposed expansion area(approximately 185 acres of uncultivated <br /> agricultural land)is located south and west of the current permitted landfill areas. The expansion <br /> area also includes two areas within the existing landfill: approximately 11 acres along the existing <br /> alignment of the South Branch of the South Fork of Littlejohns Creek,and approximately 10 acres <br /> in the northeast corner of the site(see sub-area F in Figure III.0-3). (The 125-acre CYA parcel in <br /> the northeast portion of the existing Forward Landfill contains approximately 59.4 acres consist <br /> of uncultivated agricultural land,with the remainder of the CYA parcel consisting of two <br /> t. borrow areas to provide soil for landfill operations, a groundwater recharge basin, and the <br /> North Branch of the South Fork of Littlejohns Creek. The agricultural land in the CYA parcel <br /> would not be affected by the proposed project.) <br /> W4 <br /> A Land Williamson Act contract if the owner chooses to enter into it restricts <br /> a 1 { ) , <br /> the use of the land to agricultural purposes for ten years, in exchange for reduced property <br /> taxes that reflect agricultural use of the land. The proposed expansion area south and west of <br /> the existing landfill is currently under Williamson Act Contract No. 72-C1-398. Land under <br /> Williamson Act contracts in the project vicinity, including the expansion area south and west of <br /> the existing landfill, is shown in Figure IV.A-1. A Notice of Non-Renewal was filed in 2005 (PA- <br /> j 0500712)for the proposed project site and a Williamson Act Cancellation application has been <br /> filed with the Community Development Department. <br /> �l Prime agricultural land in the project vicinity is shown in Figure IV.A-2. Prime agricultural <br /> ta <br /> land is defined by GC 51201 as any of the following: <br /> Land qualifying for a Storie Index rating of 80-100; <br /> Land qualifying for a Natural Resource Conservation Service land use capability Class I <br /> or Class II rating; <br /> • Grazing land capable of supporting at least one animal unit per acre; <br /> 4' • Agricultural land that has returned at least$200/acre for three of the past five years, or <br /> will normally return at least$200/acre. <br /> F <br />
