Filling of Waters of the U.S. / Waters of the State <br /> for additional discussion of these approvals.) <br /> r-► As part of the approval process, California Public Resource Code Section 50000 requires the <br /> County to make a finding that a proposed facility is consistent with the County General Plan <br /> and its objectives, policies and implementation measures. San Joaquin County considers a <br /> r-- development project to be consistent with the applicable General Plan land use designation <br /> 1 y <br /> (A/G) if the project is consistent with the applicable zoning (AG-40), it would not interfere with <br /> . <br /> IF the preservation of open space and riparian habitat areas designated OS/RC, and it is consistent <br /> with the General Plan and its objectives, policies, and implementation measures. (Funderburg, <br /> pers. com.2009). <br /> As discussed in San Joaquin County Zone Classification, above,the proposed project is <br /> consistent with the site's AG-40 zoning. The proposed project would not alter the North Branch <br /> of the South Fork of Littlejohns Creek. The proposed relocation of the South Branch of the <br /> South Fork of Littlejohns Creek would preserve the open space and riparian habitat values of <br /> the existing alignment of the North Branch. For these reasons, the proposed project would not <br /> conflict with objectives, policies, and implementation measures of the General Plan. <br /> F', <br /> Because the proposed project is consistent with the site's AG-40 zoning, would not interfere <br /> � with the open space and riparian habitat values of the North and South Branches, and would <br /> I , not conflict with the General Plan and its objectives, policies, and implementation measures, it <br /> would be consistent with the site's General Plan land use designations. <br /> 1. <br /> General Plan Solid Waste Disposal Policies <br /> The proposed project would not conflict with the Solid Waste Disposal Policies of the County of <br /> San Joaquin County General Plan Infrastructure Services Element, including Policy 1, which <br /> calls for mandatory waste collection, and Policy 2, which advocates the maximum use of solid <br /> waste source reduction, recycling, composting, and environmentally safe transformation of <br /> wastes. <br />! i , <br /> Policy 3 states that solid waste disposal facilities shall not cause contamination of surface-or <br /> ground-water. As discussed in F. Hydrology and Water Quality, the proposed project, with <br /> mitigation measures incorporated,would have a less than significant effect on surface and <br /> ground water quality. <br /> Policies 4 and 5, concerning location of new landfills, are not relevant to the proposed project. <br /> Policies 6 and 7 state that the County's Waste Management Plan shall be the basis for solid <br /> waste collection and disposal, and that all development shall be consistent with the County's <br /> Waste Management Plans. Consistency with this plan is discussed in Countywide Integrated <br /> Waste Management Plan,below. <br /> General Plan Agricultural Land Policies <br /> The proposed project's consistency with agricultural land policies is discussed in Impact A.2, <br /> ^� below. <br />
