Landfill Expansion <br /> General Plan Fire Safety and Law Enforcement Policies <br /> The proposed project would not obviously conflict with the Fire Safety and haw Enforcement <br /> { <br /> objectives of the General Plan Public Health and Safety Element, including Objective 1, which <br /> calls for fire protection and law enforcement to protect the public's health and safety, and <br /> Objective 2, which advocates prevention of fire and law enforcement hazards through physical <br /> planning. <br /> As discussed in I. Public Services and Utilities,Setting, Fire Protection and Emergency Medical <br /> Services, and Impacts 1.1, 1.2, and I.3, the proposed project would be located within 4.0 miles of <br /> a fire station(Policy 4) and, incorporating mitigation measures identified in this EIR, would <br /> provide adequate access and water supply (Policies 2 and 5). <br /> General Plan Hazardous Materials and Wastes Policies <br /> As discussed in E. Public Health and Safety, the proposed project,including mitigation <br /> measures identified in this EIR, would not obviously conflict with the Hazardous Materials and <br /> Wastes objectives of the General Plan Public Health and Safety Element, including Objective 1, <br /> which calls for protection of the environment and public from hazardous materials and wastes, <br /> and Objective 2, which advocates reduction of hazardous waste. <br /> As discussed in E. Public Health and Safety and F. Hydrology and Water Quality, the proposed <br /> project would include mitigation measures to address air,water, and soil contamination issues <br /> (Policies 1 and 2), and would be located away from population centers (Policy 3). As a waste <br /> disposal facility,the proposed project would not generate hazardous waste (Policy 4). <br /> Consistency with County waste management plans(Policy 5) is discussed in Countywide <br /> Integrated Waste Management Plan,below. <br /> Countywide Integrated Waste Management Plan <br /> Public Resource Code Section 50001 requires that the County make a finding that the proposed <br /> facility is identified in the most recent Countywide Integrated Waste Management Plan. The <br /> former Austin Road and original Forward Landfills at the project site are currently identified as <br /> disposal facilities in the Siting Element of the Countywide Integrated Waste Management Plan <br /> (CIWMP). At the time this EIR was prepared,San Joaquin County staff was preparing revisions <br /> to the Siting Element of the CIWMP, including the proposed expansion of the Forward Landfill <br /> and its impact on the 15-year disposal capacity of the County. <br /> As discussed in Setting, above,the County has disposal capacity estimated to last until <br /> approximately 2041. The proposed project would have the effect of adding approximately 43.4 <br /> million cubic yards to countywide disposal capacity, and the former Austin Road and original <br /> Forward Landfills at the project site are currently identified as disposal facilities in the Siting <br /> Element of the CIWMP. While revising the estimated remaining life of the proposed expanded <br /> landfill in the Siting Element would not be a substantial change, it would require formal <br /> approval. First, the Integrated Waste Management Plan Task Force would need to approve <br /> such a revision, followed by approval by the County Board of Supervisors. The next Integrated <br /> Waste Management Plan Task Force is scheduled for the second quarter of 2009, at which time <br /> 1 be solicited from the Task Force. <br /> the revised plan would be presented to, and input would , <br /> Then,a second Task Force meeting would be scheduled for approval of the revised plan,before <br /> submission to.the County Board of Supervisors for final approval. (Reno, 2009). <br />
