It is possible that added Forward Landfill truck traffic outside the study <br /> area may overlap with bikeways or bicycle usage. However, the added trips would disperse to <br /> many roadways outside the study area, and it is not expected that the increase on any <br /> individual roadway would create to a significant negative impact. <br /> Public Transit <br /> There is no transit service in the study area;thus, the project would not create any impacts on <br /> existing transit service. The nature of the proposed project is such that it would not create any <br /> significant demand for new transit service. <br /> Cumulative Impact Analysis <br /> Cumulative conditions are a long-range forecast of future conditions. Analysis of a proposed <br /> project under Cumulative scenarios is a way to evaluate project proposals after the project <br /> vicinity has been fully or more fully developed. Thus, the assessment of traffic under <br /> cumulative (no project) conditions is presented as a long-term baseline condition. The <br /> differences between traffic operations under cumulative (no project) conditions and traffic <br /> operations under cumulative-plus-project conditions are identified as long-term impacts of the <br /> proposed project. <br /> Cumulative Traffic Volumes <br /> San Joaquin County guidelines typically require an evaluation of cumulative conditions in year <br /> 2025. However,of the cumulative future projects in the vicinity, the largest is the proposed <br /> Mariposa Lakes development. The lead agency for this development is the City of Stockton, <br /> which uses year 2035 as the future horizon year for cumulative analysis. Therefore, as directed <br /> by County staff,year 2035 is used for the future analysis year in this EIR. The traffic study <br /> prepared for the Mariposa Lakes development is used as the source document for year 2035 <br /> traffic volumes. (TJKM, 2007). <br />
