I., Draft Environmental Impact Report Page IV.D-8 <br /> Forward Landfill Expansion <br /> Local councils of governments, county transportation agencies, cities and counties, and <br /> various non-governmental organizations also join in the efforts to improve air quality <br /> F <br /> through a variety of programs. These programs include the adoption of regulations and <br /> policies, as well as implementation of extensive education and public outreach programs. <br /> SJVAPCD is the regional agency with jurisdiction over the area surrounding the <br /> proposed project. The SJVAPCD is responsible for bringing the area into compliance <br /> F and/or maintaining air quality within federal and State air quality standards. This <br /> includes the responsibility to monitor ambient air pollutant levels and to develop and <br /> implement attainment strategies to ensure that future emissions are within federal and <br /> FState standards. <br /> SJVAPCD's Guide to Accessing and Mitigating Air Quality Impacts is a guidance document <br /> designed to provide lead government agencies, consultants, and project proponents with <br /> uniform procedures for assessing air quality impacts and preparing the air quality <br /> sections of environmental documents. The Guide recommends thresholds for use in <br /> determining whether projects would have significant adverse environmental impacts, <br /> identifies methodologies for predicting project emissions and impacts, and identifies <br /> measures that can be used to avoid or reduce air quality impacts. <br /> Regulations and Policies <br /> As required by the federal Clean Air Act and the California Clean Air Act, air basins or <br /> portions thereof have been classified as either"attainment" or "nonattainment" for each <br /> F criteria air pollutant,based on whether or not the standards have been achieved. <br /> Nonattainment areas are also required to prepare air quality plans that include strategies <br /> F, for achieving attainment. The San Joaquin Valley is in attainment of both the NAAQS <br /> and the CAAQS for NO,, SO2, CO, and lead. The San Joaquin Valley is nonattainment <br /> with both the NAAQS and CAAQS for ozone. The San Joaquin Valley is nonattainment <br /> y of the CAAQS for PM,o and PM2.5,but is in attainment of the NAAQS for PM,o and is <br /> nonattainment for the NAAQS PM2.5 standard. <br /> a <br /> Air quality plans developed to meet federal requirements are referred to as SIPS. The <br /> F} federal Clean Air Act and the California Clean Air Act require plans to be developed for <br /> areas designated as nonattainment. Plans are also required under federal law for areas <br /> designated as "maintenance" for national standards. Such plans include strategies for <br /> attaining the standards. Currently,there are three plans fdr the SJVAB: <br /> • On April 26, 1996, the Board approved the Carbon Monoxide Re-designation Request <br /> and Maintenance Plan for Ten Federal Planning Areas as part of the State <br /> F. Implementation Plan(SIP)for CO. EPA approved this revision on June 1, 1998 <br /> and re-designated the ten areas to attainment.On October 22, 1998, CARB revised <br /> the SIP to incorporate the effects of the recent Board action to remove the <br /> wintertime oxygen requirement for gasoline in certain areas. On July 22,2004, <br /> CARB approved an update to the SIP that shows how the ten areas will maintain <br /> the standard through 2018,revises emission estimates, and establishes new on- <br /> road motor vehicle emission budgets for transportation conformity purposes.6'7 <br /> 6 Carbon Monoxide Redesignation Re nest and Maintenance Plan for men Federal Planning Areas, <br /> h www.arb.ca. ov Cannin si co/co.htm <br /> Projects pertaining to the development of transportation infrastructure must conform to a set of Federal and <br /> State guidelines in order to be approved and authorized for funding.
