Draft Environmental Impact Report Page IV.D-21 <br /> Forward Landfill Expansion <br /> A number of observations can be developed while assessing the net increase in emissions <br /> by emission source and pollutant: <br /> • A majority of the VOC and NO, emissions are due to the fugitive LFG emissions <br /> (59 and 92 percent under the flare option) or new LFG engines (60 and 86 percent <br /> under the LF engine option). <br /> • A majority of the PM10 emissions are due to fugitive dust emissions (76 percent <br /> under both options). <br /> • Mobile emission sources are generally a smaller contributor (less than the CEQA <br /> thresholds) to the net increase in emissions. <br /> Mitigation Measure IV.D_2: The applicant shall comply with SJVAPCD Rule 2201 <br /> regulations to offset stationary source emissions of VOCs, NOx, and PM1O in excess of the <br /> applicable SJVAPCD thresholds. The applicant shall also comply with Regulation VIII <br /> Rule 8011 and implement Mitigation Measure IV.D-1 for operational activities such as <br /> earthmoving. <br /> Rule 2201 requires new and modified stationary sources of emissions to mitigate <br /> emissions using best available control technology and to offset emissions when above <br /> thresholds. All NO,emissions from stationary sources in excess of the applicable <br /> SJVAPCD threshold shall be offset by acquisition of emission offsets, as required by <br /> SJVAPCD Rule 2201 regulations. For example,under the Current Permitted (flare) <br /> option, a total of 48 tpy of NO,emissions would be offset. Thus,the stationary source <br /> NO.,emissions would be mitigated with emission offsets and the remaining mobile <br /> source NQ,emissions (6.2 tpy) would be less than significant. <br /> Any Project PMIO emissions from stationary sources in excess of the applicable SJVAPCD <br /> threshold shall be offset by the acquisition of emission reduction credits, which are <br /> required by SJVAPCD Rule 2201 regulations. For example, under the Current Permitted <br /> (flare) option, a total of 33 tpy of PM10 emission reduction credits would be acquired. <br /> In addition, SJVAPCD's Guide for Assessing and Mitigating Air Quality Impacts states <br /> that compliance with the District's Fugitive Dust Rules (Regulation VIII)16 will constitute <br /> sufficient mitigation to reduce fugitive PMIo impacts to a level considered less-than <br /> significant. The applicant shall comply with Regulation VIII Rule 8011 and implement <br /> Mitigation Measure-IV.D-1 for fugitive dust control during operational activities such as <br /> earthmoving, which are similar to construction activities but occur throughout the facility <br /> operation. <br /> All VOC emissions from stationary sources in excess of the applicable SJVAPCD <br /> threshold shall be offset by acquisition of emission offsets, as required by SJVAPCD Rule <br /> 2201 regulations. For example, under the Current Permitted (flare) option, a total of 32 <br /> tpy of VOC emissions would be offset. Thus, the stationary source VOC emissions would <br /> be mitigated with emission offsets and the remaining mobile source VOC emissions (8.8 <br /> tpy) would be less than significant. <br /> Thus, the stationary source PMIo emissions would be mitigated with emission reduction <br /> credits and the fugitive dust emissions would be considered less than significant with <br /> compliance with Regulation VIII.
