�i <br /> Draft Environmental Impact Report Page IV.I-2 <br /> Forward Landfill Expansion <br /> k <br /> ! a variety of medical conditions. <br /> Wastewater Treatment <br /> f Wastewater treatment for the area including the project site is provided by the Regional <br /> Wastewater Control Facility located at 2500 North Navy Drive, operated by the City of Stockton <br /> Municipal Utilities Department. Wastewater delivered to the plant for treatment must be <br /> p <br /> analyzed, and must comply with the standards of the City of Stockton Wastewater Ordinance. <br /> Although the Department has not received leachate from the existing Forward Landfill in recent <br /> years, the Department has periodically accepted and treated leachate from the original Forward <br /> l. . Landfill in the past, the composition of which complied with the standards of the Wastewater <br /> Ordinance. As discussed in Section IV.F, Hydrology and Water Quality,leachate from the <br /> former Austin Road Landfill that was delivered to the treatment plant in 1996 exceeded the <br /> City's standards. The existing Forward Landfill has, under the terms of a separate permit, <br /> periodically delivered cleaning water from the landfills groundwater treatment system to the <br /> treatment plant. (Stiffler, 2009). <br /> Impacts and Mitigation <br /> k Standards of Significance <br /> The proposed project would have a significant impact with regard to public services and <br /> utilities if it would: <br /> a Result in substantial impacts associated with new or altered facilities for fire protection, <br /> police protection, schools, parks, or other public facilities, <br /> • Exceed wastewater treatment requirements of the applicable Regional Water Quality <br /> Control Board, <br /> • Require new or expanded water or wastewater treatment facilities that would have <br /> substantial environmental effects, <br /> r * Require new or expanded storm drainage facilities that would have substantial <br /> environmental effects, <br /> • Exceed available water supplies, <br /> • Exceed available wastewater treatment capacity, <br /> • Exceed available permitted solid waste disposal capacity, or <br /> • Fail to comply with laws and regulations concerning solid waste. <br /> Impacts on Police Protection Services <br /> Impact I.I. The additional operations of the proposed landfill expansion could adversely <br /> affect the ability of the San Joaquin County Sheriff's Department and California Highway <br /> Patrol to provide police protection. <br /> As mentioned in Setting, above, the existing Forward Landfill has had low levels of police <br /> ! service calls in the past. The incremental addition of operations associated with the proposed <br /> landfill expansion project is not anticipated to substantially change the existing level of demand <br /> for police services from the Sheriff's Department. (Desmarais,2009). The proposed increase in <br /> truck traffic could increase traffic safety hazards;however, the California Highway Patrol does <br /> not anticipate this effect to be significant.
