Draft Environmental Impact Report Page IV.I-3 <br /> p p g <br /> Forward Landfill Expansion <br /> • The landfill supervisor will be responsible for providing overall site security during <br /> normal working hours. <br /> • All areas and facilities, other than those expressly designated for use by haulers, will be <br /> considered restricted areas. <br /> • The landfill will have a perimeter barrier or topographic constraints designed to <br /> discourage unauthorized entry by persons or vehicles. <br /> • Areas within the site where hazardous or suspected hazardous materials are stored will <br /> be properly identified and secured. <br /> • The entrance to the site will have a lockable gate, which will be locked outside of the <br /> usual operating hours. <br /> • Salvaging and scavenging will be prohibited at the landfill, except for authorized <br /> materials recovery programs. <br /> Implementation of these procedures would reduce police protection impacts to a less than <br /> significant level. <br /> Mitigation Measure 1.1: None required. <br /> Impacts on Fire Protection and Emergency Medical Services <br /> Impact 1.2. The additional operations at the proposed expanded landfill could adversely <br /> affect the Lathrop-Manteca Fire District's ability to provide fire protection. <br /> The Lathrop-Manteca Fire District, in conjunction with fire suppression equipment and <br /> procedures at the existing Forward Landfill, is able to provide adequate fire protection service <br /> at this landfill. (Manding,2009). On-site fire suppression equipment of the existing Forward <br /> Landfill is described in the Setting section, above. <br /> The following procedures are proposed as part of the project: <br /> • At the proposed expanded landfill, the project sponsor will continue to provide fire <br /> suppression equipment and procedures that are equivalent in effectiveness to those <br /> currently employed at the existing Forward Landfill, as described in the Site Health and <br /> Safety Program. The project sponsor will furnish information regarding proposed <br /> disposal operations and fire suppression measures at the proposed expanded landfill to <br /> the Lathrop-Manteca Fire District. <br /> • Existing fire protection facilities will be maintained (see also Impact/Mitigation E.1). <br /> According to the Lathrop-Manteca Fire District,extending the current Forward Landfill fire <br /> suppression measures to the proposed expanded landfill would allow the District to provide <br /> adequate fire protection to the entire expanded landfill. (Manding, 2009). Therefore, <br /> implementation of these procedures would reduce fire protection impacts to a less than <br /> significant level. <br /> Mitigation Measure I.2: None required. <br /> Impact I.3. The additional operations at the proposed expanded landfill could adversely <br /> affect the Lathrop-Manteca Fire District's ability to provide emergency medical service. <br />
