Work could continue at other locations while archaeological mitigation <br /> takes place. <br /> (b)Evaluative testing,normally consisting of limited hand excavation to retrieve <br /> information and materials from the archaeological site, would be needed to <br /> demonstrate the eligibility of the resource to be included on the California Register <br /> of Historic Resources (CRHR). If eligibility is established, then a plan for mitigation <br /> of impacts to the resource should be submitted to the San Joaquin County <br /> Community Development Department for approval before any construction related <br /> earthmoving activities are allowed inside the zone designated as archaeologically <br /> sensitive by the project archaeologist and Native American monitor. The plan must <br /> result in the extraction of sufficient volumes of non-redundant archaeological data <br /> so as to address important regional research considerations,must be performed by <br /> qualified professionals, and must result in detailed technical reports. Mitigation can <br /> take the form of additional data retrieval through hand excavation coupled with <br /> archaeological and Native American monitoring of all soils from the <br /> archaeologically sensitive zone. Monitoring is aimed at identifying,recording <br /> and/or removing archaeological materials and information for analysis, and also <br /> serves to limit damage to human remains (non-destructive analysis), a typical <br /> component of both seasonal and year-round villages in the valley. <br /> (c)The project sponsor shall allow only a qualified archaeologist, and a Native <br /> American monitor to collect any prehistoric cultural resources(except human <br /> remains and burial associated grave goods) discovered on the site. <br /> (d)If prehistoric archaeological deposits that include human remains are <br /> discovered by the project sponsor, qualified archaeologist,Native American monitor <br /> or any construction contractors during development of the project site, the project <br /> sponsor shall along with the qualified archaeologist and Native American monitor <br /> to notify the County Coroner immediately and not allow the removal of human <br /> remains until it is determine that the remains are determined by the Coroner that the <br /> remain are Native American.If the remains are found to be Native American, the <br /> Native American Heritage Commission shall be notified within 24 hours. The most <br /> likely descendant(MLD) of the deceased Native American shall be notified and <br />
