Draft Environmental Impact Report Page IV.K-11 <br /> Forward Landfill Expansion <br /> • The use of highly reflective surface materials in constructing structures on the site will <br /> be restricted. <br /> • Exterior building materials will be painted or otherwise treated with muted earthtone <br /> colors. <br /> As discussed under Impact K.3, above, screening vegetation was being planted along the Austin <br /> Road boundary of the site at the time this EIR was prepared. This fulfills part (b) of Mitigation <br /> Measure KA in the 2002 Final EIR for the existing landfill (San Joaquin County, 2002), which is a <br /> condition of the permits for the existing landfill. The remainder of Mitigation Measure KA <br /> (reproduced in full below) is also a condition of the existing permits. <br /> (a) Lighting for nighttime operations at the working face and other landfill facilities shall consist <br /> .of sodium Iamps with sharp cutoff angles and downward shielding and, to the extent feasible, <br /> shall be oriented in a direction that is not visible from off-site locations. <br /> (b) Dense screening vegetation shall be planted along the Austin Road boundary of the site, with <br /> sufficient height and density at maturity to shield residents and motorists along Austin Road <br /> from views of landfill operations, including nighttime disposal operations. <br /> (c) For any future locations of the working face at which the screening vegetation in Mitigation <br /> Measure (b)above would not shield residents and motorists along Austin Road from night <br /> lighting, the project sponsor shall install temporary screens at the working face to block night <br /> lighting from residences and motorists along Austin Road. <br /> Implementation of these procedures and Mitigation Measure KA of the 2002 Final EIR would <br /> reduce the lighting impacts of the project to a less than significant level. <br /> Additional measures that reduce night lighting impacts on wildlife are included in Mitigation <br /> Measure H.9. <br /> Mitigation Measure K.S None required. <br /> Impact K.6. The proposed increase in the quantity of waste delivered to the landfill would <br /> increase the associated potential of debris and litter along access roads and at the site from <br /> transporting and handling of waste. Solid waste of the type received at the landfill contains <br /> substantial quantities of light materials such as paper and plastics that may be released and then <br /> transported by the wind during transport to and handling at the landfill. <br /> The following procedures are proposed as part of the project: <br /> • Refuse will be compacted and covered as soon as possible after deposition to reduce <br /> amounts of blowing litter. <br /> • Daily inspection will be conducted to control litter on- and off-site, including the North <br /> and South Branches of the South Fork of Little Johns Creek, approach roads, entrance <br /> facilities,the transfer station/resource recovery facility, portable litter control fences, <br /> landfill perimeter fence, leachate impoundments, and storm water facilities including <br /> ditches,berms, and detention/sedimentation basins. The project sponsor will collect <br /> and deposit on-site litter on a daily basis. Portable litter collection fences will be <br /> installed as required to prohibit wind-blown litter from accumulating along roadways or <br /> around buildings. In accordance with San Joaquin County Ordinance No.28870, <br /> adopted September 29, 1981,tarps will be placed over open loads to avoid littering <br />
