Draft Supplemental Environmental Impact Report Page II-50 <br /> Forward Inc. Landfill 2014 Expansion Project <br /> rates, this alternative would have a closure date of approximately 2034 or approximately <br /> 3 years later than the 2031 closure date of the expansion project. <br /> Impacts of this alternative would be similar to those of the proposed project except for <br /> the following: <br /> • Noise, air quality, traffic, health risk, and odors impacts would not be increased <br /> in intensity over existing conditions, but existing landfill traffic, noise, and air <br /> pollutant emissions would extend to 2034 instead of ending in 2031 (or 2026 <br /> under No Project). <br /> Environmentally Superior Alternative <br /> The 2013 FEIR concluded that Alternative 2B would be the Environmentally Superior <br /> Alternative. The proposed 2014 Expansion Project would, however be environmentally <br /> superior to Alternative 213, with a much more limited footprint and shorter extension of <br /> landfill life. The 2014 Expansion Project, as detailed in this SEIR, would reduce most <br /> impacts compared with the previously proposed Project. Alternatives 4 and 5 would <br /> further reduce impacts compared to the Expansion Project. Of these, Alternative 4 <br /> would have the lowest impact, because it would not result in creek relocation impacts <br /> and would not affect the visual quality of the Southern parcel as viewed from Austin <br /> Road. <br /> E. OTHER CEQA TOPICS AND IMPACT OVERVIEW <br /> Growth Inducing Impacts _ <br /> The 2014 Expansion Project, which would be smaller than the previously proposed <br /> expansion, involves neither the extension of public service, such as water or sewer lines, <br /> nor the creation of a land use that would stimulate adjacent development, therefore it is <br /> not likely to have growth-inducing impacts. <br /> Significant Unavoidable Adverse Impacts <br /> After mitigation, project implementation would have the following unavoidable <br /> significant adverse impacts: <br /> • Project traffic would contribute to an unacceptable Level of Service at the <br /> intersection of Austin Road and Arch Road, SR 99 and Arch Road, and SR <br /> 99/Mariposa Road SB Ramp under cumulative conditions. This would be <br /> significant and unavoidable. <br /> • The project would contribute to a cumulatively significant increase in air <br /> pollutant emissions. <br /> • The increase in extent and mass of the proposed project would constitute a <br /> significant visual impact(from 2013 FEIR). _ <br /> • The project would result in significant and unavoidable project-generated traffic <br /> noise on Austin Road. <br /> • The project's truck traffic would contribute to significant and unavoidable — <br /> cumulative traffic noise on Austin Road. <br /> .J <br />
