Draft Supplemental Environmental Impact Report Page III-1 <br /> Forward Inc.Landfill 2014 Expansion Project <br /> III. PROJECT DESCRIPTION <br /> A. BACKGROUND AND INTRODUCTION <br /> �. The existing Forward,Inc. Landfill(Forward Landfill) is an approximately 567-acre,privately <br /> owned,waste disposal and transfer station/materials recovery facility (MRF).The landfill <br /> owner and operator, Forward, Inc. (Forward), also owns an adjacent 184-acre parcel, known as <br /> the "Brocchini" parcel,which is within the overall facility boundary but not permitted for <br /> landfill activities. The Forward Landfill is located seven miles southeast of the City of Stockton <br /> in San Joaquin County, California(see Figures III.0-1, III.0-2, and III.0-3). The landfill is not <br /> open to the general public and is a Class II facility. Class II facilities are designed and <br /> constructed to more stringent environmental standards than typical Class III municipal solid <br /> waste (MSW)landfills and can accept both MSW and designated wastes (such as contaminated <br /> soils or treated wood wastes). All customers are pre-screened and deliveries must be scheduled <br /> `. in advance.The Forward Landfill is the only Class II landfill in San Joaquin County. <br /> The approximately 567-acre permitted landfill area is a combination of the City of Stockton's <br /> former 410-acre Austin Road Sanitary Landfill(now the northern portion of the current <br /> imp Forward Landfill) and the 157-acre original Forward Landfill (now the southern portion of the <br /> current Forward Landfill). The original Forward Landfill was initialy permitted in 1973 and <br /> converted to a Class II landfill in 1993. (For clarity, this smaller former "Forward Landfill" is <br /> to- referred to as the Original Forward Landfill in this document). The Austin Road Sanitary <br /> Landfill began operations in the 1950s as an unlined Class III landfill and was sold by the City <br /> of Stockton to Forward.As part of the purchase agreement with the City of Stockton, the former <br /> Austin Road Landfill was transferred from City to County jurisdiction and Forward agreed to <br /> remediate the contaminated groundwater from the unlined portion of the Austin Road Landfill <br /> and to continue the groundwater corrective action program in accordance with the <br /> requirements of the Regional Water Quality Control Board (RWQCB). The consolidation of the <br /> two landfills into an approximately 567-acre facility occurred in April 2003 when the County <br /> Board of Supervisors approved Use Permit Application UP-00-0007. <br /> ... The current Forward Landfill site includes a resource recovery facility on the southeast portion <br /> of the site,which incorporates the transfer station and materials recovery facility (MRF). The <br /> resource recovery facility is operated by Forward under a separate solid waste facilities permit. <br /> The Forward MRF includes a composting facility that is able to compost green waste, food <br /> waste, and other items included in its Solid Waste Facilities Permit(SWFP). In addition to <br /> composting,recycling activities at the transfer station/MRF include processing wood waste for <br /> diversion. A landfill gas-to-energy (LFGTE) plant operated by Ameresco is located in the <br /> bm northeast portion of the landfill site. <br /> In 2012,Forward proposed an expansion of the landfill,which included a horizontal expansion <br /> of landfilling operations onto the adjoining 184-acre "Brocchini" parcel. This project entailed <br /> the following substantial modifications to previous landfill characteristics and procedures: <br /> • Expand the Forward Landfill to contiguous parcels including an approximately 184-acre <br /> parcel to the southwest of the existing landfill site and an approximately 10-acre parcel <br /> in the northeast of the existing landfill. In addition, approximately 11 acres of currently <br /> permitted landfill disposal area in the southern portion of the Forward Landfill would <br /> be relocated within the currently permitted landfill boundary due to realignment of the <br /> South Fork of South Littlejohns Creek. <br /> 6W <br />
