Draft Supplemental Environmental Impact Report Page III-6 <br /> Forward Inc. Landfill 2014 Expansion Project _ <br /> disposal footprint . Therefore,a total of approximately 14.9 acres of disposal footprint is <br /> proposed for addition to the landfill. 1 <br /> • The expansion of the disposal area would increase total landfill capacity by approximately <br /> 8.0 million cubic yards beyond currently permitted levels(see Figure III.0-6). <br /> • Increase the remaining landfill capacity by approximately 8.0 million cubic yards(cy),from <br /> approximately 20.0 million cy(as of February 2014)to approximately 28.0 million cy. All <br /> of the increase would be Class II landfill space, to allow the expansion area to accept both — <br /> Class II and Class III waste. <br /> • Relocate 3,000 feet of South Fork of South Littlejohns Creek(which currently traverses the <br /> landfill) to the southeastern boundaries of the site to provide additional separation of the — <br /> creek from the landfill. The relocated creek would be approximately 3,200 feet in length. <br /> The additional development of the disposal area would increase total landfill capacity by <br /> approximately 8.0 million cubic yards beyond currently permitted levels,which would allow — <br /> disposal at the landfill to continue until approximately 2031.3 It is important to note that closure <br /> dates for landfills are approximate because they are highly dependent on various factors such as <br /> the types of waste disposed at the landfill,the general economy,waste density,recycling rates, — <br /> waste generation,and compaction of disposed waste, all of which are variable and subject to future <br /> change. For example,there is less construction and growth during recession years and,therefore, <br /> typically less waste disposed. <br /> Most site operations would remain as described in the 2013 EIR for the previously proposed <br /> Forward Landfill expansion. <br /> B. PROJECT OBJECTIVES <br /> CEQA Guidelines Section 15124(b)requires that the project description contain a clearly written <br /> statement of objectives, including the underlying purpose of the project. The proposed 2014 <br /> Expansion Project at the Forward Landfill would provide additional refuse capacity for the <br /> County of San Joaquin and the greater region. The objective of the 2014 Expansion Project is to —" <br /> meet both local and regional needs including the following specific objectives: <br /> • Provide cost-effective, long term stable disposal capacity for municipal solid waste for — <br /> existing and anticipated users of the Forward Landfill facility for that portion of the <br /> waste stream that cannot be recycled or diverted from landfilling,by the continued <br /> design, construction and operation of a centrally located and accessible, state-of-the <br /> art, environmentally-safe sanitary landfill which meets or exceeds local, State and <br /> Federal standards. <br /> • Support industrial and commercial growth in the County by providing regional, — <br /> centrally located and accessible Class II disposal capacity that no other currently <br /> permitted landfill in the County can provide. Class II disposal facilities provide for the <br /> environmentally safe containment of items such as contaminated soils, various types <br /> of construction and demolition wastes, ashes, and other materials that are critical to <br /> 'It should be noted that the 2013 EIR describes the south expansion area as 11 acres, which is the area of <br /> the existing alignment of the South Fork of South Littlejohns Creek. This 11-acre figure does not account <br /> for the permitted disposal area lost to create the relocated creek channel.
