These are: <br /> 1 <br /> • land use,plans,and policies <br /> • biological resources <br /> • traffic <br /> • water quality <br /> Second,the potentially significant impacts identified in the Initial Study were addressed in a focused <br /> Supplemental Environmental Impact Report(SEIR). This Draft SEIR will be circulated for public review <br /> similar to a Draft EIR All relevant comments on environmental issues received during the public review <br /> period will be responded to in a Final Supplemental EIR The Final SEIR will be certified by the County <br /> as complete and adequate prior to consideration of approval of the project. In order to approve the <br /> project,the County also is required to make necessary findings under CEQA Guidelines section 15691 <br /> and adopt a Mitigation Monitoring and Reporting Program. <br /> ENVIRONMENTAL IMPACTS <br /> This Draft SEIR contains an updated project description,updated analyses of land use,biological <br /> resources,traffic, and water quality(summarized below),and supporting material. These impacts and <br /> mitigations,as well as all other environmental issues addressed in the 1994 EIR and 1999 Initial Study <br /> are summarized in Table S-1. <br /> Land Use.Plans And Policies <br /> In this SEIR,the updated analysis of Land Use,Plans and Policies incorporates the change in jurisdiction <br /> from the City of Stockton to the County of San Joaquin that would result from the sale of the landfill,as <br /> well as the City of Stockton Habitat/Open Space Conservation Fee adopted after the 1994 EIR was <br /> prepared. The analysis found that impacts on land use plans and policies would not be significant, and <br /> that the significant unavoidable impact of loss of agricultural land identified in the 1994 EIR remains <br /> valid. <br /> H drolo Geoh drol and Water ali <br /> In this SEIR,the updated analysis of Water Quality incorporates additional knowledge gained since the <br /> 1994 EIR was prepared regarding the off-site groundwater leachate plume associated with the landfill. <br /> The analysis found that the water quality impacts and associated mitigations in the 1994 EIR remain <br /> valid,and identified two new impacts associated with the groundwater plume, along with mitigation <br /> measures to reduce the level of impact to less-than-significant. <br /> Traffic and Circulation <br /> 'Me updated analysis of Transportation and Circulation incorporates new approved and proposed <br /> development and circulation system modifications in the project area since the 1994 EIR was prepared. <br /> The analysis found that the traffic impacts and associated mitigations in the 1994 EIR remain valid,and <br /> identified two new impacts on the Austin Road/Mariposa Road intersection,along with mitigation <br /> measures to reduce the level of impact to less-than-significant. <br /> GRAbSETTI ENVIRONMENTAL CONSULTING <br />
