Page 3 <br /> SUMMARY <br /> a <br /> PROJECT LOCATION <br /> �i <br /> The City of Stockton's 182.5-acre Austin Road Landfill has been operated by the City since 1960 to <br /> dispose of a major portion of the City's Municipal Solid Waste. The landfill is located east of Austin <br /> Road and two miles south of Mariposa Road,outside the contiguous city limits of Stockton to the <br /> southeast The non-contiguous area containing the landfill was annexed by the City. <br /> r ORIGINALLY PROPOSED LANDFILL EXPANSION PROJECT <br /> 3 <br /> In the early.1990s,the City of Stockton initiated a project to expand the landfill's capacity. The City <br /> developed a plan for expansion onto 219 acres adjacent to the existing landfill,including a diversion of <br /> t the North Branch of the South Fork of Little Johns Creek. The City obtained the necessary permits and <br /> completed and certified an Environmental Impact Report on the proposed ex <br />,I pr po passion on September 6, <br /> 1994(State Clearinghouse No. 90020718),but the landfill expansion was never implemented. <br /> The 1994 EIR analyzed a full range of environmental topics and identified three significant unmitigable <br /> impacts: <br /> + visual quality (cumulative contribution to disruption of surrounding community) <br /> • cumulative air quality impacts <br /> • conversion of agricultural lands to industrial use <br /> CURRENTLY PROPOSED PROJECT <br /> The City of Stockton proposes to sell the permitted Austin Road Landfill (including the expansion option <br /> and the permits already obtained)to a private firm. The proposed expansion project is the same as that <br /> Fanalyzed in the certified 1994 EIR It includes vertical landfill expansion(additional waste disposed on <br /> top of the existing permitted landfill area),horizontal expansion of the landfill onto the existing borrow <br /> pit and an additional 73 acres south of the existing landfill, a new borrow pit and space for future <br /> composting and Materials Recovery Facility north of the existing landfill, 17 acres of wildlife habitat and <br /> F. floodplain,and diversion of the North Branch of the South Fork of Little Johns Creek, which currently <br /> flows between the proposed landfill expansion area and the existing landfill. <br /> When transferred to private ownership,the landfill will revert to the jurisdiction of San Joaquin County, <br /> and will require a County Use Permit, General Plan Amendment°and zone reclassification. It also will <br /> require changes in the City of Stockton's General Plan land use designation and zoning. The other <br /> required permits for the landfill expansion would remain in effect. <br /> F" <br /> II <br /> ENVIRONMENTAL REVIEW REQUIREMENTS FOR CURRENTLY PROPOSED PROJECT � <br /> i <br /> The California Environmental Quality Act(CEQA)requires that the Lead Agency evaluate changes in <br /> background conditions to determine their significance with respect to potential environmental effects. <br /> The County of San Joaquin,Department of Community Development is acting as Lead Agency for the <br /> environmental review of the project,and initiated a two-stage review of the changesin the project setting <br /> + to determine if new or changed environmental impacts have resulted. <br /> i First,an Initial Study was prepared updating the 1994 EIR The Initial Study found that, for most of the <br /> environmental topics in the 1994 EIR,there were no substantial changes in background conditions, and <br /> that the EIR's analysis remained valid.
