Table III.G.2 emissions are a continuation of <br /> existing conditions with negligible increases attributable to the proposed action. Since CEQA requires an <br /> analysis relative to existing conditions, the lack of any measurable increase from existing conditions is the <br /> basis for a finding of a less-than-significant impact. . <br /> 3 I i <br /> Since FEIR certification, diesel particulate emissions have been added to the list of known carcinogens <br /> under California Toxics "Hot Spots" program (AB-1817). This action is new information relative to the <br /> project's environmental documentation. Inclusion of diesel exhaust particulates.is based upon their toxicity f <br /> for a 70-year lifetime exposure outside one's home for 24 hours per day for 365 days per year. This <br /> represents 613,620 hours of continuous exposure. Landfill equipment emits diesel exhaust particulates,as <br /> do many of the"packer trucks"disposing refuse. Calculation of any previously undisclosed health risk is not <br /> feasible. <br /> 3 <br /> There is, therefore, a non-zero health risk associated with diesel exhaust particulate matter from on-site <br /> heavy equipment and from trucks visiting the site. The magnitude is small and not quantifiable based on <br /> existing information. It is not believed to be significant based upon mandatory programs to reduce such <br /> emissions to the maximum extent feasible within the next ten years. -4 <br /> Noise - <br /> Baseline noise levels have not changed substantially since certification of the FEIR. It requires an increase <br /> of +3 dB to perceptibly alter the acoustic environment. Because of the logarithmic nature of the decibel <br /> scale,this entails a doubling of traffic volumes(FEIR, III.H.1). Trafficvolumes have not doubled since 1994. <br /> Noise measurements were made in 1993 during the preparation of the FEIR.
