f
Findin s for Use Permit
1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan,
Master Plan,Specific Plan, and any other applicable plan adopted by the County.
• This finding can be made because the proposed Austin Road Landfill Expansion is
consistent with all relevant General Plan Policies (see pp. 46 through 62 in the Final
Supplemental EIR for an analysis). The Conditions of Approval ensure that the facility will.
operate and interact with the surrounding community in a compatible manner, consistent
with the policies and implementation measures contained in the General Plan.
2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary
facilities have been provided, and the proposed improvements are property related to existing and
proposed roadways.
• On-site storm water detention ponds will be provided. The Conditions of Approval ensure
that there will be adequate mitigation measures attached to the project's final approval to
provide traffic mitigation measures as detailed in Section D of the Final Supplemental pp EIR.
3. The site is physically suitable for the type of development and for the intensity of development.
• This finding can be made because'the plan shows that there is sufficient area to expand
the existing landfill, including site development mitigation. The site is also level and
meets all of the locational criteria for siting a facility of this type.
,i
4.. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare or be
injurious to the property or improvements of adjacent properties. =i
• This finding can be made because all but the following impacts-can be mitigated to less-
than-significant levels: loss of agricultural land, conversion of agricultural land to a non-
agricultural use, visual and aesthetics, and air quality. These impacts are overriding by i
the benefits detailed in the attached "Statement of Overriding Consideration" (Attachment
C).
f
i
i
li
San Joaquin County GP-99-7,ZR-99-6, UP-99-17, ER-99-21City of Stockton
t Community Development Page 22
k
