Conditions <br /> Use Permit Application No. UP-99-17 was approved by the San Joaquin County Board of <br /> Supervisors on The effective date of approval is This approval will expire on <br /> which is 18 months from the effective date of approval, unless (1) all Conditions of <br /> Approval have been complied with,(2)all necessary building permits have been secured and <br /> remain in force, and (3)all necessary permits from other agencies have been secured and remain <br /> in force. <br /> Unless otherwise specified, all Conditions of Approval and Ordinance requirements shall be <br /> fulfilled prior to the establishment of the use and the issuance of any building permits. Those <br /> Conditions followed by a Section Number have been identified as Ordinance requirements <br /> pertinent to this application. Ordinance requirements cannot be modified, and other Ordinance <br /> requirements may apply. ' <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT(Staff Contact:Torn Gau, 468-2344) <br /> a. APPROVED USE: The approval is for the Austin Road Landfill Expansion Project and is k <br /> described in Final Supplement of Environmental Impact Report No. ER-99-2, State <br /> Clearinghouse No. 90020718. i <br /> b. IMPROVEMENT PLAN: The Site Plan must be prepared by a registered civil engineer or <br /> licensed architect and must show drainage, driveway access details(including gates), on-site <br /> parking, landscaping, signs, existing and proposed utility services, and grading (refer to the"Site <br /> Plan Check List"for details). A fee is required for the Site Plan review. (Development Title <br /> Section 9-884) <br /> c. BUSINESS LICENSE:The applicant shall secure an approved Business License prior to the <br /> initiation of the use. The Business License may be applied for concurrently with the building <br /> permit application. (County Ordinance Code Section 7-1000) <br /> d. STORM DRAINAGE: Storm drainage shall be provided for as follows: <br /> (1) The surface water conveyance system, including the detention pond, would be designed to <br /> handle the 100-year storm. <br /> a <br /> ,I <br /> (2) Storm water runoff from the working face would be collected at the edges of the landfill and <br /> Ei <br /> routed to the perimeter leachate collection trenches. <br /> q <br /> (3) The timing of the pumped discharge from the detention ponds must not occur with the peak <br /> flow rate of Little Johns Creek, as this would impact downstream locations by increasing the <br /> flood hazard. Telemetry, which monitors the flow in the Creek to determine the peak,would <br /> then be used to coordinate the start up of the pumps(see Final Supplemental EIR K.3, <br /> Environmental impact and Mitigation). <br /> e.
