until bird population levels return to the level found in pre-expansion surveys. <br /> ( ) As required uired by California Code of Regulation 17258.10(b), Airport Safety, the owner or <br /> operators proposing to site new MSWF units and lateral expansions within a five-mile radius <br /> of any airport runway end used by turbojet or piston-type aircraft must notify the affected <br /> airport and the FAA. The results of Mitigation Measures (a) and (c)will be written in the <br /> format of a demonstration. <br /> (4) As required by California Code of Regulation 17258.10(c), Airport Safety, the owner or <br /> operator must place the demonstration in the operating record and notify the CIWMB that it <br /> has been placed in the operating record.. <br /> o. LIGHT AND GLARE: To reduce impacts from lighting and glare, the following measures shall be <br /> implemented: <br /> (1) The use of highly reflective surface materials in constructing structures on the site shall be <br /> restricted. Exterior building materials shall be painted or otherwise treated with muted earth <br /> tone colors. <br /> (2) At any time in the development of the expanded landfill when additional lighting is proposed, <br /> preliminary lighting designs should be sent to the Northern California Women's Facility for <br /> review and comments. <br /> (3) The Stockton Airport management shall be provided with project lighting plans for review and <br /> comment. Modifications to the lighting plan shall be made as necessary to avoid conflicts j <br /> with airport operations (see Final SEIR 8.3, Impact and Mitigation). <br /> P. <br /> ACCESS AND CIRCULATION: The main.access road shall be paved. Unpaved roadways and <br /> other disturbed unvegetated areas of the site(not including the active area of the landfill)would j <br /> be sprayed with water and dust-suppressing chemicals for dust control, as necessary. Also, <br /> please refer to Mitigation Measure G.1 regarding dust(see Final EIR 8.5, Impact and Mitigation). III <br /> 2. DEPARTMENT OF PUBLIC WORKS (Staff Contact: Gabe Karam, 468-3000) j <br /> a. An encroachment permit shall be required for work within the road right-of-way. (Development <br /> Title Sections 9-1145.4 and 9-1145.5) <br /> b. No excavation will be allowed within 25 feet of any road right-of-way line. (Development Title <br /> Section 9-1415.3[j]). <br /> c. All grading shall remain a minimum of 25 feet from the banks of existing Little Johns Creek until l <br /> the realigned portion of the creek is accepted by the State Reclamation Board. (Flood Control <br /> Division) <br /> d. A copy of the Final Site Plan shall be submitted. <br /> e. The Traffic Impact Mitigation Fee will be required for this development. The fee currently is <br /> $164.32 per additional daily trip-end generated in the Manteca area. The fee shall be <br /> automatically adjusted July 1 of each year by the Engineering Construction Cost Index as <br /> published by the Engineering News Record.
