(3) The Stockton Airport management shall be provided with project lighting plans for review and comment. Modifications to the lighting plan shall be made as necessary to avoid conflicts j with airport operations (see Final SEIR 8.3, Impact and Mitigation). P. ACCESS AND CIRCULATION: The main.access road shall be paved. Unpaved roadways and other disturbed unvegetated areas of the site(not including the active area of the landfill)would j be sprayed with water and dust-suppressing chemicals for dust control, as necessary. An encroachment permit shall be required for work within the road right-of-way. (Development Title Sections 9-1145.4 and 9-1145.5) b. No excavation will be allowed within 25 feet of any road right-of-way line. (Development Title Section 9-1415.3[j]). c. All grading shall remain a minimum of 25 feet from the banks of existing Little Johns Creek until l the realigned portion of the creek is accepted by the State Reclamation Board. (Flood Control Division) d. A copy of the Final Site Plan shall be submitted. e. The Traffic Impact Mitigation Fee will be required for this development. The fee currently is $164.32 per additional daily trip-end generated in the Manteca area. The fee shall be automatically adjusted July 1 of each year by the Engineering Construction Cost Index as published by the Engineering News Record.
