t i <br /> (3) The operator shall ensure that loading, unloading, and material handling activities are carried <br /> out efficiently and without delays to avoid excessive odors. <br /> (4) The operator shall apply daily cover over odorous material as soon as possible (see Final <br /> SEIR G.5, impact and Mitigation). <br /> j. VEGETATION AND WILDLIFE: The Wetland Mitigation and Monitoring Plan for the Austin Road <br /> Landfill Expansion (Jones and Stokes, 1996) will be implemented as part of the proposed project, <br /> consistent with'the terms and conditions of the Section 404 Permit issued by the U. S. Army <br /> Corps of Engineers (see Final SEIR F.1, Impact and Mitigation). <br /> k. CULTURAL RESOURCES: With the North Branch of the South Fork of Little Johns Creek <br /> running through the landfill, the potential for locating and/or disturbing cultural deposits shall be <br /> mitigated by implementing the following: <br /> (1) if prehistoric archaeological resources are discovered during excavation and construction of <br /> the proposed project, the project sponsor shall suspend all work in the immediate vicinity of <br /> the find pending site investigation by a qualified archaeologist or cultural resources consultant <br /> to assess the materials and determine their significance. <br /> (2) The project sponsor shall allow only a qualified archaeologist or cultural resources consultant <br /> to collect any prehistoric cultural resources discovered on the site. <br /> (3) If prehistoric archaeological deposits that include human remains are discovered by the <br /> project sponsor or any construction contractors during development of the project corridor, <br /> the project sponsor shall notify the County Coroner immediately. If the remains are found to <br /> be Native American, the Native American Heritage Commission must be notified within 24 <br /> hours. <br /> (4) If avoidance of important prehistoric archaeological resources would not be feasible, the <br /> project sponsor shall prepare an excavation plan in coordination with a qualified 1 <br /> archaeologist or cultural resources consultant(see Final SEIR E.1, Impact and Mitigation). <br /> 1. FENCING: A six-foot-high chain-link fence or other fencing approved by the County would be <br /> constructed at the perimeter of the.facility so that public access (and access to these views) <br /> would be limited (see Final SEIR 13.3, Impact and Mitigation). <br /> m. SCREENING: Dense screening vegetation shall be planted around the fencing to visually buffer <br /> eye-level views of facility structures, vehicles, and equipment from adjacent roadways and <br /> residences (see Final SEIR B.1, Impact and Mitigation). <br /> n. WILDLIFE HAZARD MANAGEMENT PLAN: <br /> (1) The project sponsor shall request FAA, CIWMB, and LEA review of the proposed project and, <br /> specifically, bird abatement programs. The SMA shall also be notified. The project sponsor <br /> shall abide by any additional reasonable and feasible measures designated by this agency to <br /> mitigate bird population impacts that could be caused by the proposed project. <br /> (2) The project sponsor shall conduct a bird survey before construction of the project and monitor <br /> bird population after operation of the landfill expansion begins. The bird monitoring will be <br /> part of the Wildlife Hazard Management Plan. If a follow-up survey shows an increase in bird <br /> populations, increase mitigation measures such as covering the fill areas as soon as possible <br /> and using noise-makers and other measures as necessary to discourage birds from the site <br /> San Joaquin County .
