These Findings are based upon the entire record before the Planning Commission, j <br /> including the Supplemental EIR(SEIR)prepared by the San Joaquin County Community <br /> ency under the California Environmental Quality <br /> Development Department acting as the lead ag <br /> dated <br /> Act(CEQA). The SEIR consists of the Notice of Preparation,Draa ed b p San JoaSuplemental ui nCounty. <br /> November 12, 1999, and Final SEIR dated January 31,2000,prepared Y q <br /> The Initial Study for the SEIR evaluated,and updated as necessary,the Environmental Impact E <br /> sion project in 1994 by the City of Stockton,then <br /> Report prepared for the proposed landfill expan <br /> acting as lead agency. Appropriate sections of the 1994 EIR are incorporated into the SEIR by <br /> reference and via the Initial Study. <br /> II.PROTECT SUMMARY <br /> A.PROJECT DESCRIPTION <br /> The subject of the Supplemental EIR is the County Use Permit,General Plan Amendment,and <br /> zone reclassification to permit privatization and expansion of the existing Austin Road Landfill. <br /> Ori inall Pro osed Landfill Expansion Project <br /> In the early 1990x,the City of Stockton initiated a project to expand the landfill's capacity. The <br /> City developed a plan for expansion onto 219 acres adjacent to the existing landfill,including a <br /> diversion of the North Branch of the South Fork of Little Johns Creek. The City obtained the <br /> necessary permits,and completed and certified an Environmental Impact Report on the proposed <br /> expansion on September 6, 1994(State Clearinghouse No.90020718). Permits were acquired for <br /> the landfill expansion but the expansion project was not implemented. <br /> Currently Proposed Project <br /> The City of Stockton proposes to sell the permitted Austin Road Landfill(including the <br /> expansion option and the permits already obtained)to a private firm. The proposed expansion <br /> project is the same as that analyzed in the certified 1994 EIR. It includes vertical landfill <br /> expansion(additional waste disposed on top of the existing permitted landfill area),horizontal <br /> expansion of the landfill onto the existing borrow pit and an additional 73 acres south of the <br /> existing landfill,a new borrow pit and space for future composting and Materials Recovery <br /> Facility north of the existing landfill, 17 acres of wildlife habitat and floodplain,and diversion of <br /> 2 <br />
