the North Branch of the South Fork of Little Johns Creek,which currently flows between the <br /> proposed landfill expansion area and the existing landfill. <br /> When transferred to private ownership,the landfill will revert to the jurisdiction of San Joaquin <br /> County, and will require a County Use Permit, General Plan Amendment,and Zone <br /> Reclassification. It will also require changes in the City of Stockton's General Plan land use <br /> designation and zoning. The other required permits for the landfill expansion would remain in <br /> effect but would require transfer to the new landfill operators. <br /> B.PROJECT OBJECTIVES <br /> I <br /> • expand the landfill as a long-term disposal facility for the City of Stockton's waste in a <br /> manner consistent with current federal and State construction and maintenance requirements <br /> for a Class III(municipal solid waste)landfill <br /> • sell the permitted landfill(including the approved expansion and the related permits)to a <br /> private solid waste management firm that will own and operate the landfill <br /> III. ENVIRONMENTAL REVIEW AND PUBLIC PARTICIPATION <br /> The County of San Joaquin has conducted an extensive environmental review for this project <br /> which included; I)an Initial Study dated November 5 1999;2) a Draft Supplemental EIR dated <br /> November 12, 1999 to update the 1994 ETR, including updated analysis of Land Use, Plans,and <br /> Policies;Transportation and Circulation;Vegetation and Wildlife;and Hydrology, <br /> Geohydrology,and Water Quality,with a 30-day public review and comment period;and 3)a <br /> Final Supplemental EIR dated January 31,2000 containing responses to comments and revisions <br /> to the Draft Supplemental EIR. The following is a summary of the County's environmental <br /> review for this project: <br /> • The Draft Supplemental EIR was distributed for public review for a 30-day review and <br /> comment period(granted by the State Clearinghouse upon consultation with responsible and <br /> trustee agencies)beginning on November 21, 1999 and ending on December 20, 1999. Seven <br /> (7)comment letters were received at the close of the public comment period. <br /> • A Notice of Completion(NOC)was sent with the Draft Supplemental EIR to the State <br /> Clearinghouse in November, 1999, and public notice was provided by the Community <br /> Development Department November 1999. <br /> • The San Joaquin County�Planning Commission considered the adequacy,completeness,and <br /> provided comments on the Draft Supplemental EIR at a meeting on December 16, 1999. This <br /> meeting was open to the public. <br /> • The Final Supplemental EIR was distributed for a I 0-day notification period. <br /> • The Planning Commission held a public hearing to consider the project and staff <br /> recommendations on February 17,2000. Following public testimony,and staff <br /> recommendations,the Commission adopted these Findings and Statement of Overriding <br /> Considerations and approved the project. <br /> 3 <br />
