these twelve major environmental categories,the Planning Commission concurs with the <br /> conclusions in the Suppemental EIR that the issues and sub-issues discussed below can be <br /> mitigated below a significant impact threshold,and for those issues which cannot be mitigated <br /> below a level of significance,overriding considerations exist which make the identified impacts <br /> acceptable. In addition to the twelve major environmental categories addressed in the EIR,three <br /> other major environmental categories,mineral resources,population and housing,and recreation, <br /> were found tobe less than significant in the initial Study prepared for the Supplemental EIR for <br /> the project. The Planning Commission concurs with the conclusion on these categories and finds <br /> that no significant impacts have been identified as to those categories so identified in the Initial <br /> Study and no further analysis is required. <br /> A.IMPACTS IDENTIFIED IN THE SUPPLEMENTAL EIR AS LESS THAN <br /> SIGNIFICANT REQUIRING NO NIITIGATION <br /> The following issues were found in the Supplemental EIR as having no potential to cause <br /> significant impact,either because there is no impact or the impact is less than significant,and <br /> therefore require no project-specific mitigation. In the following presentation each resource issue <br /> ficant adverse environmental effect is discussed. <br /> is identified and the potential for signi <br /> 1.Land Use Plans And Policies <br /> a.Illegal Dumping <br /> Potential Significant Impact(A.4): <br /> The proposed project would extend the number of years of landfill operation and therefore extend <br /> the number of years of potential illegal dumping of wastes in the project area. <br /> Finding: <br /> Based upon the analysis in the EIR,the potential significant impact resulting from illegal <br /> dumping is less than significant and mitigation is not required. <br /> Facts in Support of the Finding: 1 <br /> The potential for illegal dumping is discussed in Section III.A of the EIR. The restrictions <br /> imposed by the proposed project on waste and the cost of expansion could be reflected in higher <br /> fees and restrictions at transfer stations for individuals and waste generators,which could result in <br /> a higher incidence of illegal dumping in the area. Because project restrictions and fees would <br /> only be marginally higher than existing restrictions and fees,and penalties for illegal dumping are <br /> relatively expensive,the project would not be expected to generate a substantial increase in illegal <br /> dumping. <br /> b.Limitation of Future Uses of the Site <br /> Potential Significant Impact(A.5): <br /> The proposed project would limit the range of land use for future development in the vicinity of <br /> the site,although it could encourage future landfill development. <br /> 5 <br />
