V <br /> Finding: <br /> Based upon the analysis in the EIR,the potential significant impact resulting from limitation of <br /> future uses of the site is less than significant and mitigation is not required. <br /> Facts in Support of the Finding: <br /> The potential for limitation of future uses of the site is discussed in Section III.A of the EIR. <br /> Public access would not be permitted on the site even after the landfill is closed,which is <br /> consistent with growth and agricultural land policies of the City and County General Plans, which <br /> discourage the encroachment of urban and residential uses on agricultural lands. Future growth <br /> of landfills in the project vicinity would be subject to approval by either or both of the City of <br /> Stockton and San Joaquin County,and outward expansion would be more likely to encounter <br /> more potential environmental impacts,which would make approval of such projects less likely. <br /> As a result,the impact on future land use would be less than significant <br /> c. Cumulative Operational Effects of the Landfill <br /> Potential Significant Impact(A.6): <br /> The proposed project would result in cumulative operational effects with the existing landfills and <br /> the proposed landfill improvement project in the area. <br /> I' <br /> Finding: � <br /> Based upon the analysis in the EIR,the potential significant impact resulting from cumulative <br /> operational effects such as attraction of bird populations within 10,000 feet of the Stockton <br /> Metropolitan Airport runway is less than significant and mitigation is not required. <br /> Facts in Support of the Finding: <br /> The potential for cumulative operational effects is discussed in Section II1.A of the EIR. Existing <br /> environmental effects such as noise,air quality,transportation,visual,and water quality are likely <br /> to be increased cumulatively,and are discussed in the appropriate sections of the EIR.
