Community Services and Utilities <br /> a.Increased Area that Must be Secured for Crime-Prevention and Safety Reasons <br /> Potential Significant Impact(C.2): <br /> The proposed project would expand the boundaries of the existing landfill,thus increasing the <br /> area that must be secured for crime-prevention and safety reasons. <br /> E� <br /> f <br /> Finding: <br /> Based upon the analysis in the EIR, implementation of the security and control measures in the <br /> Mitigation Measure will make impacts of the increased area that must be secured trees less than <br /> significant. <br /> The following mitigation measures will mitigate these impacts to below a level of significance. <br /> Mitigation Measures(Impact C.2): <br /> (a) The landfill operator supervisor would be res onsiblefo <br /> r providing overall site <br /> security during normal working hours. <br /> (b)All areas and facilities,other-than those expressly designated for use by haulers, <br /> would be considered as restricted areas. <br /> c) The landfill would have a perimeter barrier or topographic-constraints designed to <br /> discourage unauthorized entry by persons or vehicles. <br /> iE <br /> (d) Areas within the site where hazardous or suspected hazardous materials are stored <br /> would be properly identified and secured. Also refer to impact L.2. <br /> (e) The entrance to the site would have a lockable gate, and would be locked outside of <br /> the usual operating hours. <br /> (fl Salvaging and scavenging would be prohibited at the landfill, exceptfor materials <br /> recovery programs authorized by the County. <br /> Facts in Support of the Finding: <br /> The potential for impacts from an increased area that must be secured for crime-prevention and <br /> safety reasons is discussed in Section 111.0 of the EIR. The measures listed above are designed to <br /> maximize security at the site. <br /> 19 - <br />
