1 The following mitigation measures will mitigate these impacts to below a level of significance.
Mitigation Measures (Impact C.4): A
(a)If leachate is delivered to the MUD wastewater treatment plant, the project sponsor.
would provide independently corroborated test results to MUD to demonstrate the
chemical composition of the leachate extracted from the Austin Road Landfill. A
monitoring plan would he established by the project sponsor that would meet the
requirements of the City of Stockton Wastewater Ordinance and MUD for continued
testing of leachate.
F
(b) If leachate is delivered to the MUD wastewater treatment plant, and the leachate
quality is not acceptable for disposal at the wastewater treatment plant, the landfill shall
develop on-site leachate treatment processing that would result in processed leachate
acceptable for disposal at the wastewater treatment plant or acceptable to regulatory
agencies for on-site use. Leachate may also be hauled off-site for treatment and disposal.
Facts in Support of the Finding:
The potential for increased wastewater flows.is discussed in Section IILC of the EIR. The
mitigation measures above would reduce impacts to the MUD wastewater treatment plant either
by assuring that leachate quality meets City of Stockton standards,or requiring on-site or of-site
treatment of the leachate.
d.Potential for Increased Fire Service Calls
f
Potential Significant Impact(C.6):
i
The proposed project would become part of the area served by the Collegeville Fire District,and
could increase the number of fire service calls for the District, and/or require the District to
respond to fires involving landfill-generated methane.
Finding:
Based upon the analysis in the EIR,providing notification,access,and equipment and resources
for possible landfill fires in the Mitigation Measure will make impacts resulting from fire service
demand less than significant.
. i
The following mitigation measures will mitigate these impacts to below a level of significance.
Mitigation Measures(Impact C.6):
i
(a) Ensure that the existing emergency dispatch system adopts procedures to provide the
District with prompt notification in the event offires and other emergencies at the landfill
during non-operating hours, if adequate procedures do not already exist.
21
