(b) Provide the necessary keys, access codes, etc., to the District to allow quick access to <br /> the landfill during hours of non-operation. Provide site orientation, training, maps, <br /> and/or other information necessary to allow the District to respond to service calls <br /> during hours of non-operation. <br /> (c) Provide the Collegeville Fire District with two sets of portable oxygen breathing <br /> apparatus, to allow firefighters to respond to emergency situations involving methane. <br /> (d) Provide plans for the project design and operationalprocedures relating tofr <br /> e <br /> protection to the Board o the Collegeville Fire Districtfor their review and comment on <br /> the fire-safety characteristics of the landfill design and operation. Modifications shall be <br /> made as necessary to meet fire-safety standards. <br /> (e) Monitor the rate of additional fire protection and emergency service calls per year <br /> associated with the proposed project. As warranted by the monitoring data,provide <br /> additionalfinding or equipment(funded by the project sponsor or San Joaquin County). <br /> Facts in Support of the Finding: <br /> The potential for increased fire service calls is discussed in Section IILC of the EIR. The <br /> mitigation measures above are designed to provide the Collegeville Fire District with adequate <br /> notification and access in the event of landfill fires,equipment for emergency situations involving <br /> methane,and additional resources in the event that these are justified by additional calls at the <br /> landfill. <br /> 4. Transportation and Circulation <br /> a.Level of Service at the Austin Road/Mariposa Road Intersection <br />' Potential Significant Impact(D.1): <br /> I <br /> The Austin Road/Mariposa Road intersection would operate at unacceptable Level of Service <br /> (LOS)"F" during the AM peak hour. <br /> I <br /> Finding: <br /> Based upon the analysis in the EIR,signalizing the Austin Road/Mariposa Road intersection will <br /> make impacts on decreased level of service at this intersection less than significant. <br /> The following mitigation measure will mitigate these impacts to below a level of significance. <br /> Mitigation Measure (Impact D.I): <br /> (a) To mitigate the substandard operating condition under project and cumulative <br /> conditions, the landfill owner shall pay a fair share contribution to the County for the <br /> installation .f traffic signals o tra is si als at the Austin Road/Mariposa Road intersection. The signals <br /> shall be installed when warranted. The landfill's share of traff c contributed to the <br /> intersection should be used to calculate the Landfill's share of cost. This contribution <br /> shall not exceed 5% of the total cost of signal installation. <br /> 22 <br />
